Show moreThe purpose of this project was to determine the legal powers and duties of state political party chairmen, as enumerated in party by-laws and state election laws. The thesis is divided into six chapters, the most extensive of which contains empirical tests of twenty-six hypotheses pertaining to eleven groups of items organized from 235 judge-evaluated items. The groups are: Qualifications, method of election and term of office; Appointive powers; Removal powers; Vacancy-filling powers; Voting; and Functions of the chairman vis-a-vis the state committee, executive committee, subcommittees, local committees, state conventions, local conventions and elections. There are also chapters which analyze the 235 evaluated items, the effectiveness of the by-laws and election laws, and the relationship be tween the party scores and selected political and demographic variables. The final chapter recapitulates the major findings and conclusions. Ten appendices contain data utilized in the study.

Show moreThe purpose of this research is to investigate the concepts of representation and the public interest. The specific focus is on the Chairmen of the Federal Communications Commission from 1934 to the present. The basic proposition states that when the Chairman was favorable to the broadcast industry, he would espouse a Self- Regulatory philosophy in which government regulation of the industry was at a minimum. Two types of data were used: socioeconomic data and the Chairmen's statements concerning the public interest. The Chairmen ' s perceptions of the public interest were categorized in terms of their philosophical orientations and the extent of government control they deemed necessary to implement their philosophies . The two types of data were studied in order to obtain a profile of the Chairmen and to examine their perceptions of the public interest as they related to their socio- economic data. The study concluded that the Chairmen's legal training (82 per cent are lawyers) accounted for an attitude of medition and conciliation which carried over into the way they represented the public interest. While most Chairmen espouse a Self-Regulatory philosophy, the more recent Chairmen perceive the need for a stronger government with positive rule-making powers to regulate industry.

Show moreThis thesis was prepared to ascertain how the activities of the county, state, and federal governments, affected the attitudes of top level Broward County officials who have formal responsibilities in the area of water pollution control in Broward County. Their attitudes were determined by their responses to questions on intra-governmental and intergovernmental cooperation in both general and specific areas. The specific areas were: program development and/or implementation, sharing information, sharing equipment, sharing manpower, sharing funding. The findings showed that in both the general and specific areas, county officials felt the intra-county relationship to be cooperative. In all categories but that of funding, the intra-county cooperative ratings were equal to or higher than the inter-level ratings. The high intra-county cooperative rating was attributed to the homogeneity of the respondents, and to their perceptions of the nature of the county, state, and federal water pollution control programs.

This thesis was undertaken to empirically investigate the reason or reasons for some municipalities to pursue a "high effort" per capita allocation for recreation while proximate communities demonstrate a "low effort." Twelve communities along the Florida Gold Coast satisfied four criteria and were selected in this comparative study, including Palm Beach, Fort Lauderdale, and Miami Beach. Comparable per capita recreation allocations were computed from the adopted 1971- 72 municipal budgets....
Show moreThis thesis was undertaken to empirically investigate the reason or reasons for some municipalities to pursue a "high effort" per capita allocation for recreation while proximate communities demonstrate a "low effort." Twelve communities along the Florida Gold Coast satisfied four criteria and were selected in this comparative study, including Palm Beach, Fort Lauderdale, and Miami Beach. Comparable per capita recreation allocations were computed from the adopted 1971- 72 municipal budgets. The Spearman rank order statistical test was performed on twelve demographic, social and economic independent variables to measure their association with the per capita allocations for recreation. Results: the percentage of the population with an income of $15,000 or more, and the tax quotient independent variables were positively associated, whereas the density and percentage of population 18 and under independent variables were negatively associated with the per capita recreation allocation.

Results of the present study show Negroes to fare significantly less favorably in the area of educational segregation than the other minorities under study. Furthermore, whereas the percent Negro showed a significant relationship with the level of Negro school segregation, no such relationship was found for the other minorities in this study. Controlling for regional and ethnic variations did not significantly alter these findings.

The uniqueness of this study rests in the new type of issue used as a data base--public school desegregation. This study relied on a larger effort by Drs. Douglas S. Gatlin, Everett F. Cataldo, and Micheal W. Giles in which over 6,000 respondents from eight Florida counties were interviewed. The extremely narrow context of personal influence and the overwhelming importance of personal experiences in explaining why people change their minds suggest that successful community adjustment to integrated schooling will become a reality only through careful re-evaluation of existing desegregation policy.

An elementary knowledge of statistics is required, although some knowledge of multi-variate analysis would be helpful.

Census data is used to compute heterogeneity scores for all congressional districts. Literature dealing with the effect of urbanization on electoral competitiveness and studies on the impact of competitiveness on congressional voting behavior are discussed. A hypothesis on the relationship between heterogeneity and electoral voting behavior is presented. Two hypotheses on the relationships between heterogeneity and congressional voting behavior are presented. Congressional behavior is measured by party unity and conservativeness. Correlational techniques arc used to study all three suggested relationships and some knowledge of such techniques is advised.

Show moreThis paper explores the phenomenon of urban insurgent warfare. A case study concerning the use of urban insurgent and counter-urban insurgent warfare in Palestine by the British Mandatory Government and Jewish urban insurgent organizations (the Irgun Zvei Leumi and the Lohmey Heruth Israel) from 1943 to 1948 is employed as a means to both test and create hypotheses concerning the use of urban insurgent and counter-insurgent warfare. The Palestine case is reviewed and then classified within the terminology of revolutionary change. The terms revolution, revolutionary war, guerrilla warfare and insurgent terrorism are defined for the above purpose. T he Palestine case is shown to be an example of urban guerrilla revolutionary warfare. The traditional hypothesis concerning the ability of an urban insurgent organization to operate against the repressive abilities of a modern government is presented and shown to be in contradiction to the historical data of the Palestine case. New hypotheses are then formulated to account for the events of the Palestine case. The Palestine case is analyzed as to both the reasons for the failure of the governmental counter-urban insurgent campaign and the reasons for the success of urban insurgent actions in Palestine.

Show morePolitical scientists have attempted to determine why legislators vote as they do on proposed legislation. An integral part of this research is how selected demographic characteristics influence legislators on roll-call votes. Party, region, and senators' service on the Foreign Relations Committee are found here to be related to senators' votes on foreign aid legislation, the issue perhaps most representative of voting on foreign policy in general. While these relationships are significant in several sessions of the Congresses studied here, none of them remain statistically significant throughout the eight sessions of the four Congresses studied. Even where significant relationships have been hypothesized here on the basis of past research findings, findings from the present study do not altogether support earlier findings. In particular, service on the Foreign Relations Committee ceases to be a significant determinant in later sessions and representing Eastern states is the strongest regional determinant.

The purposes of the thesis are threefold: (1) to explore the influence of inequitable revenue allocations and unequal distribution of political power among ethnic groups of Pakistan; (2) to assess the influence of elites on the political development of that polyethnic society; and (3) to identify the alternatives open to elites in dealing with the problem of political integration raised by Pathan regionalism in Pakistan. Literature dealing with the elite approach to such problems and the outcomes of such approaches are examined. Elite attitudes and structures of their approaches to similar conflicts in other developing societies were related to problems of political integration in Pakistan. Drawing on this discussion the conclusion outlines certain alternative options and their probable outcome for the task of national integration in Pakistan.

Show moreThe purpose of this thesis is to examine the problem of employing unidimensional deterministic scaling in a multidimensional probabilistic world. The best known unidimensional deterministic scaling method is Guttman scaling. The scope of inquiry is limited to scaling with four dichotomous scale items. As a consequence of this examination, the paper offers two contributions to the study of scaling. First, it identifies two paradoxes of existing unidimensional deterministic scaling methods. Second, it suggests a general framework, called segment analysis, from which to approach unidimensional deterministic scaling with dichotomous scale items.

The case of Boca Raton, Florida, illustrates many of the key legal, environmental and intergovernmental issues emerging in the growth management policies of other communities. In a 1972 amendment to the city charter, the voters of Boca Raton placed an absolute limit on population and housing by a 40,000 -unit "cap" on development. The Growth Cap illustrates the expansion of an issue which began with a small group of concerned citizens who wanted to preserve the city's "low-density" character....
Show moreThe case of Boca Raton, Florida, illustrates many of the key legal, environmental and intergovernmental issues emerging in the growth management policies of other communities. In a 1972 amendment to the city charter, the voters of Boca Raton placed an absolute limit on population and housing by a 40,000 -unit "cap" on development. The Growth Cap illustrates the expansion of an issue which began with a small group of concerned citizens who wanted to preserve the city's "low-density" character. The controversy opened up multi-agendas which developed in stages. Multiple access points were available to the proponents (environmentalists and home owners) and opponents (developers and real estate interests) of the Cap. Due to both the pluralistic nature of the political system and the nature of the Growth Cap, the issue was expanded beyond the city policy agenda and came to the county and the courts.

This thesis analyzes the legal institutional structure of the urban community, as symbolized by the police, to determine if differences in the capacity to function effectively was a significant factor in the urban racial violence of the mid-1960's. Show moreThis thesis analyzes the legal institutional structure of the urban community, as symbolized by the police, to determine if differences in the capacity to function effectively was a significant factor in the urban racial violence of the mid-1960's. Performance capacity was operationalized by the following objective measures for pre-riot "normal" times: quality of manpower potential, municipal governmental structure, confrontation potential, and potential resources of the community. Additional independent variables were the city's total population and socio-economic measures of absolute and relative deprivation. Although the results were not conclusive, only a community's confrontation potential, potential resources , and total population size were found to significantly contribute to an explanation of a community's riot potential.

This has changed the relationship between the legislative and executive branches of government in regard to the budgetary process. Show moreCongress, through enactment of the Congressional Budget and Impoundment Control Act of 1974, has injected management tools and techniques into it's division of the labor of the budgetary process. This has changed the relationship between the legislative and executive branches of government in regard to the budgetary process. Previous to the 1974 budget reform, Congress had altered the budgetary process significantly in 1921, giving extensive responsibility in budget preparation to the President and his staff. While during the succeeding years the Executive branch had utilized new management tools and techniques in budget preparation, the same could not be said for t.he legislative branch in budget evaluation. Two attempts at reform, in 1946 and also in 1950, failed and criticism continued. After a confrontation with President Nixon in the early 1970's Congress moved to create the Congressional Budget and Impoundment Control Act of 1974.
