This thesis examines the relationship between productivity growth and industrial policy using J.S. data from 1948 to 1981. A growth accounting model is used to study productivity growth and the recent productivity slowdown. Beth sides of the industrial policy debate are offered. The analysis of the productivity slowdown is then applied to the industrial policy debate to see if the establishment of the latter could have avoided the former. The thesis purports a negative response to the question.

The effects of other actions are less apparent, such as safety regulations or meat inspection standards. Show moreGovernment policies can reduce or increase wealth. Some governmental actions are explicit, such as the collection of taxes or fees. The effects of other actions are less apparent, such as safety regulations or meat inspection standards. Specific governmental policies were matched to related industry groups who would seem affected by the action. The stock values for each of the industrial groups were analyzed using a time series methodology. The data for the investigation came from the actual stock prices at weekly checkpoints over a two year period. Each group has a total stock value and the matching Dow Jones Industrial Average for each time period. Forecast values are compared to actual values for the critical periods previous to and following the pronouncement of the policy. The results are compared on a case by case basis within each industry, and an aggregate conclusion was drawn based on all five industries. Overall, the short term outcome reflected stock market reaction which caused most values to decrease from the news. Long term values were restored for the most part in relation to the total stock market behavior as represented by the Dow Jones Industrial Average. The intent of the research was to measure wealth changes as a result of governmental policy pronouncements. The capital values of the stock market provided a means of measuring wealth. While this paper did not intend to provide investment insight, one can conclude that short term downturns from some governmental policies are short term in nature. A savvy investor may be able to outperform the market average using such downturns as a strategic investment point.

Show morePublic asset management is a critical component of the financial integrity of government. However, in practice, problems exist in the field of public asset management at different levels of government in the United States. This research explores the management of public fixed assets owned, controlled and used by state governments in America. It attempts to answer two major questions: (1) What are the characteristics of a modern public asset management system based on the available literature? and (2) How do public asset management practices at the U.S. state government compare to the system standard described in the first question? Based on systems theory and current research on public asset management and public procurement systems, this research develops an intellectual framework of a public fixed asset management system. This system is composed of six interdependent cornerstones, including legal and regulatory requirements, organization structure, management process throughout th e life cycle of assets, human capital strategies, information and technology resources, and monitoring, integrity, and transparency. Each cornerstone consists of a number of components that reveal the underlying working principles of the relevant cornerstone and together determine the standards of fixed asset management in the relevant area. Survey results demonstrate that state governments fundamentally satisfy the standards identified in the fixed asset management system. However, certain problems obviously exist in the area of each cornerstone. In addition, survey results reveal that the six cornerstones of fixed asset management system are interrelated with one another. In most states, when a management element in the area of one cornerstone is widely implemented, the relevant management elements in areas of other cornerstones are employed and vice versa., A major contribution of this research is the development of a fixed asset management system. State and federal governments may compare their fixed asset management to the standards identified in this system. Local governments may find appropriate management components to adapt to their characteristics from this system.

These schemes stem from the development theories of Western political-economic thinkers that Western powers and Haitian elites have implemented. Yet Haiti is today the most impoverished nation of the Western hemisphere. What has gone wrong? In reply, I examine a key power-based explanation for the failure. I then examine the culturally-based practices, identity formations, and development aspirations of Haiti's popular class, and contrast these with exogenous development theory, praxis and outcomes. I show the profound "misfit" between the two and highlight conflicts that have arisen because of them. In Haiti, exogenous development forms will inevitably go awry because their starting points are and remain fundamentally flawed. An endogenous development form based upon the Haitian majority's culturally-based preferences and identities stands the best chance of bringing social justice and long-term stability to the nation.

Show moreThis study examines the impact of Christian religiosity on attitudes toward social safety-net policies over the past three decades in the US. The study used data from the General Social Survey on social safety-net policy preferences and levels of Christian religiosity. Simple cross tabulations, correlations and multiple regression analysis were used to assess the data. Contrary to previous related research, the results of this study indicate that Christian religiosity has a very weak association with opposition to social safety-net policies. At the national level, the relationship between Christian religiosity and attitudes toward social protection policies was largely mediated by other factors such as race, gender, education, family income, and political ideology. These results indicate that Christian religiosity per se does not independently influence social spending preferences. Instead, these results suggest that social divisions in socioeconomic standing and in political ideology, which in turn are closely related to differences in support for social protection policies, permeate American Christianity. The study also examined the relationship between Christian religiosity and social protection policy preferences among Hispanic and Black Americans separately. Although Hispanics and Blacks are generally more supportive of social spending in comparison to White Americans, Christian religiosity was not found to have a strong independent effect on support for social safety-net policies among these two groups. The study did find, however, a markedly different level of support for social safety-net policies among identifiable Christian groups at the national level and in the Hispanic-American population., Those who self-identified as "evangelical" or "fundamentalist" Christians were much less supportive of social safety-net policies in comparison to "mainline" or "liberal" Christians. Among Hispanics, Catholics were more supp in comparison to Evangelical Protestants. Moreover, the results of this study indicate that religious American Christians have had a tendency to give precedence to moral issues over concerns about social safety-net policies thus facilitating an issue-bundling effect in recent electoral competition. Lastly, the present work proposes a broad framework through which to interpret the aforementioned findings grounded on the existence and interaction of two counterpoised cultural narratives on social protection found within American Christianity.

A researcher begins with an original viewpoint and should then develop a new/different viewpoint, a utopian/dystopian viewpoint, by engaging in a utopian/dystopian thought experiment. A utopian/dystopian thought experiment is developed in this dissertation by bringing together elements from utopian literature and scientific thought experiment literature using a public administration point of view. The research approach used in this dissertation is a three-phase process that involves reviewing and connecting pertinent literatures, using imagination and the process of writing to create a utopian/dystopian thought experiment, and illustrating and examining a utopian/dystopian thought experiment in public administration. In this dissertation, I seek to create a utopian/dystopian thought experiment as a new strategy of inquiry that is developed specifically for public administration. A utopian/dystopian thought experiment should provide an additional tool to the researcher who is seeking to expand the viewpoints through which the researcher can examine administrative activities.

This study analyzes the case studies of the U.S-led sanctions against Iraq (1990-2003), North Korea (1993-present), and Libya (1972-2006).

Show moreThis dissertation develops an approach and a model for assessing the effectiveness of faith-based and secular community development corporations (CDCs) in the provision of economic development and other services. This dissertation contends that faith-based and secular CDCs are essentially comparable entities whose characteristics and functions are virtually indistinguishable, thus to speak of organizational effectiveness of CDCs is sufficient to encompass both faith-based and secular CDCs. The study uses an empirical approach, directed by the literature, to discover the characteristics and functions of faith-based and secular CDCs, the extent to which they are involved in economic development activities, and to determine the key factors that are presumed to contribute to their effectiveness. A regression model is developed employing variables and data resulting from a survey of CDCs in the South Florida area to predict and explain the variance in the subjective rating of the perception of organizational effectiveness by executive directors and managers of CDCs in the study population. The study tests a number of hypotheses that are designed to explain the influence of certain variables on organizational effectiveness and discovers a number of factors that are statistically significant in influencing perceived effectiveness. It proposes future areas of research that build upon the current research and may lead to even better understanding of the factors influencing organizational effectiveness of CDCs.
