Show moreEfficient freight mobility plays a major role in the economy, and its performance is closely related to the quality of the transportation system. Requirements for funding transportation infrastructure projects often do not specify the analytical tools planners should use to request funding. Critical Urban and Rural Freight Corridors are sections of the National Highway Freight Network providing critical connectivity of goods and must have improved system performance. This research study offers a method for identifying these corridors considering temporal and spatial inputs. For this end, a multi-criteria spatial decision support system (MC-SDSS) was developed. This framework attributes a score to highway corridors (links) based on policy eligibility and prioritization. We apply the Analytic Hierarchy Process (AHP) to structure the problem and consider different stakeholder preferences and available data. The product of this study is a tool for decisionmakers to optimize the selection of critical freight corridors and analyze alternatives. It also offers flexibility to manipulate the framework to meet various agency goals, using the State of Florida as a case study.

Show moreThe demand on transportation infrastructure is dramatically increasing due to population growth causing the transportation systems to be pushed to their limits. With the projected population growth, not only for the U.S. but especially for the higher education field, university campuses are of great importance for transportation engineers. Urban univeristy campuses are considered major trip generators and with the population forecast many challenges are bound to arise. The implementation of an improved transit system provides a lower-cost solution to the continuously increasing congestion problems in university campus road networks and surrounding areas. This paper presents a methodology focused on the development of a hybrid system concentrated in three main aspects of transit functionality : access to bus stop location, reasonable travel time and low cost. Two methods for bus stop locations assessment are presented for two levels of analysis : microscopic and mesoscopic. The resulting travel time from the improved bus stop locations is analyzed and compared to the initial conditions by using a microsimulation platform. The development of a mathematical model targets the overall system's cost minimization, including user and operator cost, while maximizing the service coverage. The results demonstrate the benefits of the bus stop assessment by the two applied methods, as well as, the benefits of the route and headway selection based on the mathematical model. Moreover, the results indicate that the generation of routes using travel time as the impedance factor generates the optimal possible routes to obtain the minimum system's overall cost.

Balancing travel modes requires an account of vehicular traffic and the impact of reconfiguring existing conditions. The analysis herein is conducted by field data collection, transportation equations and microsimulation. Simulating traffic behavior will be the means to apply livable alternatives comparable to existing Southeast Florida conditions. The results herein have shown that micro-simulation can be utilized in transportation planning to reveal good livability alternatives.

This research studies berth scheduling under uncertainties in arrival and handling times. Port operators usually face challenges in the development of berth schedules. This thesis presents a model formulation of discrete berth space that accounts for uncertainty in arrival and handling times. The problem is reformulated as a biobjective bi-level optimization berth scheduling problem. A solution approach is presented using evolutionary algorithms and heuristics. The objective of the formulation is to provide a robust berth schedule by minimizing the average and the range of the total service times for all vessels served at the terminal. Simulation is utilized to evaluate the proposed berth scheduling policy and compare it to two first-come-first-served policies. Results showed that the proposed berth schedules outperform under high congestion.

Current best practices, in order to deal with such problems, suggest the further involvement of buses in evacuation operations. On the first part of this study after the accurate development of the related simulation model, the optimization of a selected bus system characteristics focusing on the vehicle routing parameter will follow through the development and the application of a non-linear cost minimization problem. On the second part, the potential use of the regular-everyday bus routes in a no-notice emergency evacuation in order to save time comparing to the time needed so as to assign the actual evacuation routes to the evacuation bus vehicles will be analyzed.

Show moreGrowth management grew as a concept and policy objective in the 1970s and 1980s. The interrelationships of the state and local governments changed when Florida developed growth policy and local government implemented the policy. Nine mandatory elements to be included in a local comprehensive plan and seven mandatory concurrency elements of the 1985 Florida Growth Management Act were expensive elements for local government to implement. As a result, the issue of funding the impacts of growth drove the growth management agenda, leaving the question of compliance. The question is: Did Florida local government comply with the transportation concurrency element of the Florida Growth Management Act? This dissertation analyzed five Florida counties and two Georgia counties to determine whether there was compliance with their respective state transportation policies. The study purposely looked at counties in different stages of growth to determine if the transportation requirements of the Florida Growth Management Act and the Georgia State Planning Act affected local budgets. Transportation is the most expensive element in local government budgets. Development orders would cease without the road capacity to carry the impact of proposed developments, making transportation the linchpin to state growth policies. A visual analysis and a multiple regression analysis were used to evaluate local government compliance with state transportation policy. A two-stage numerical evaluation was used for the visual analysis. The analysis looked for a slope change, a break in the trend, or both, after the impact of the intervention of the interrupted time series. A multiple regression analysis calculated the regression coefficient for a before and after dummy variable. The multiple regression removed the effects of population, interest rates, and road expenditure variables and isolated the effect of the dummy variable to determine local government compliance.
