Show moreMost of the debate within public budgeting has centered on whether the incremental or non-incremental approach is best. In a theoretical context, little attention has been paid to the actual execution of an entity's budget. Specific theoretical objectives must be met for execution to take place: the objectives have been arranged in different ways, yet the basic requirements have remained constant. The dissertation compared these established theoretical objectives with actual budget execution; it concentrated on whether actual budgeting practice met the requirements of budget execution as depicted in normative theory. The research question asked to what extent is practice consistent with theory. The reality of budget practice was determined through survey responses. The questions were based on the procedures required for carrying out the theoretical objectives of execution. Surveys were sent to budget practitioners within the two-county area in southeast Florida. These individuals are responsible for public sector budgeting within their various entities on a state, county, and local level. The survey asked for the respondents perceptions of actual practice as it related to budget execution within their entity. The individual responses were evaluated and analyzed. Factor Analysis was used to determine the loading of eleven specific objectives. The patterns created by the factor loading were explored; it established how the objectives were viewed and whether there was a monolithic approach to execution. The results of the factor loading suggested that, in practice, budget objectives are not recognized as a cohesive process. Theory failed to match actual budget execution. Established procedures found in theory are only partially recognized by those who practice budgeting. A chi-square analysis of the survey results were examined to establish internal validity of the survey instrument and determine whether the responses were influenced by the independent variables. The results of the chi-square failed to note any influence on the responses.

A critical aspect of the design process is selecting policy tools to align with policy goals. The First Step Act (FSA) (2018) aims to reduce recidivism and reform sentencing through a robust policy tool portfolio. However, questions persist about how policy tools are selected. This dissertation evaluates the policy design, tool choices, and collaborative networks associated with these choices. Grounded in the social construction framework and using content analysis and discourse network analysis (DNA), this dissertation examines how policymakers select policy tools to achieve functionality. Research question one explores the complementarity of the FSA’s policy tool portfolio, and results demonstrate alignment between policy goals and corresponding policy tools. Research question two examines how social constructions of target populations and political affiliations influence policy tool choices; hypothesis one reveals that liberal policymakers align with those with similar political affiliations. Results from hypothesis two indicate liberal policymakers adopt a rehabilitation orientation tool approach, viewing target populations as investments and deserving of support structures. The findings also highlight limited interaction with government agency officials, reflecting a need to incorporate more administrative voices into legislative discourse.

Show moreAcademic public administration (APA) supposedly provides theoretic and programmatic guidance for bureaucratic public administration (BPA). But in reality, a relationship best characterized as a gap between "theory" (APA) and "practice" (BPA) is deemed to exist between the two social practices. Scholars who have analyzed APA theoretic literature ascribed the theory-practice problematic to methodological inadequacies, the implication being that investment in appropriate social science methods would enhance the intellectual rigor and social utility of APA discursive works. To provide a much richer perspective on the theory-practice problematic, this study conceptualizes theoretic discourses as social actions. When scholars theorize, they invariably want to get things done, thus they are involved in social actions linked to some purposes, interests, and issues. As individuals with disciplinary affiliations and commitments, APA scholars bring purposes and interests to their work. So, what kinds of purposes underpin APA theoretic works? Since actions are meaningful within social practices, a corollary question is: What disciplinary influences constrain or authorize APA discourse, and why? To answer the questions posed: first, a discourse analytic method is utilized to analyze textual cohorts (i.e., authorial intentions, issues, themes, genre forms, and methods) in symposia articles published in five mainstream APA journals over a fifteen-year period. Second, a conceptual framework for understanding the disciplinary conditions authorizing and restricting theoretic discourse is outlined using the parameters of practice theory. Discourse analysis and practice theory are complimentary methodological and analytic tools. Discourse analysis focuses on discourse systems, whereas practice theory seeks to explain the relationships that obtain between human actions and social systems. In other words, discourse-practice approach focuses on the individuals' choices of discursive activities and explains how these choices are shaped by the social practices within which the discursive activities unfold. Using insights from practice theory, a speculative perspective relating the failure to reconfigure the discipline's telos in light of changed objective conditions is offered as the basis for the theory-practice problematic in academic public administration.

Show moreThis study was conducted to analyze the impact of the budget deficit on key macroeconomic variables in the seven major industrial countries (G-7): Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States. Four models were developed to test the impact of the budget deficit on the variables of importance within the economies of the countries in question. The first model tested the relationship between the budget deficit and the short-term interest rate. The second explored the impact of the budget deficit on the long-term interest rate. The third model examined the impact of the budget deficit on the trade balance. The fourth and final model was specified to explain the relationship between the budget deficit and economic growth. The data utilized in this study covered the period from 1964 to 1993 and were gathered mainly from the international statistics of the International Monetary Fund. The data were standardized in the form of the percentage of the gross domestic product and the percentage change over the previous year in order to compile similar data across the seven countries. Multiple regression analysis as well as meta analysis were used to analyze the data. The multiple regression results indicated that the budget deficit leads to higher short-term interest rates in Japan and the United States. With respect to the long term-interest rate, the budget deficit led to an increase of this rate in France, Germany, and the United States. The budget deficit, however, appeared to worsen the trade balance in Canada. In Italy and the U.S., the trade balance improved with the budget deficit. With respect to the economic growth, the budget deficit is a significant variable of growth in France, Germany, and Italy. When the data for the seven countries were combined in meta analysis, the results showed that the budget deficit led to higher short-term interest rates in the seven countries. The budget deficit, however, did not manifest any impact on the long-term interest rates. The trade balance was worsened by the budget deficit and the economic growth improved in all the seven major industrial countries.

Show moreAs part of the education reforms of the 1990s, charter schools were proposed as a private alternative to public education, offering parents and their children greater choices. Publicly financed but privately operated, charter schools have now grown in numbers and influence. While there are many studies of student outcomes in charter schools demonstrating mixed results, one negative outcome of charter schools has been less examined. Since inception, 23% of charter schools nationally have closed and these closures are disruptive to parents, children, and their school districts. This paper addresses charter school closures from an organizational perspective. Applying theory from population ecology and resource dependency theory, the population of nonprofit charter schools is examined. What are the primary determinants of charter school success and failure? Florida, with the third highest number of charter schools nationally and, at the same time, the highest number of charter school closures in the United States, is a paradox. This study identifies the significant variables that are related to school survival and failure in the state of Florida over the years 2015-16 through 2015-16. Variables tested in this study, using Survival Analysis (SA), include age, management structure, size, school performance, grants, and density. All variables except density at founding were significant in explaining the unique variance in survival rates among charters. Charter schools sub-contracted by for-profit educational management organizations (EMOs) were larger, achieved higher grades, secured more grants and achieved higher survival rates than their counterpart nonprofit, independent, and charter management organization (CMO) led schools. These results contribute to our understanding of charter school survival and failure, thereby informing public policy options to strengthen the charter school population and the nation’s public education system overall.

Show moreIn 1967, American public broadcasting was established with a mandate to offer educational and artistic programs, a forum for debate and controversy, and a voice for the otherwise voiceless. Public radio and television's mission was, in some respects, comparable to the role of the ideal public sphere, a realm removed from state and market interference and in which citizens discuss matters of common concern, without regard to race, gender, class, or individual self-interest. Yet much of the medium's promise has remained unfulfilled, its existence irrelevant to most Americans. This study first explores the meaning of publicness, inquires into the causes of its problematic manifestation in public broadcasting, and envisions a more public form of the system. Publicness requires inclusive access and full participation by citizens, accountability, and insulation from political and commercial pressures. But public broadcasting's publicness, already narrowed by the upper-middle-class, secular, heterosexist, white, male biases of its founders, is further hindered by systemic insularity and infighting, inadequate funding, elected officials' micro-management, and commercial broadcasters' fear of competition. Most observers agree that reform of the system for the 21st century requires restructuring and creation of a new funding mechanism, in addition to an expanded definition of culture, more participation by citizens, and greater utilization of digital media technologies. However, any such reform is likely to encounter several political, economic, social, and cultural obstacles from lawmakers, public broadcasters, and commercial broadcasters. The study then assesses the effectiveness and prospects of Citizens for Independent Public Broadcasting (CIPB), a grassroots group attempting to reform the medium. This analysis concludes that CIPB's recommendation for restructuring and financing largely comports with most scholars' ideas. And its development of a nationwide network of local chapters and alliances often is exemplary of practices researchers associate with effective social movement organizations. But hegemonic political, economic, social, and cultural constraints impede the group's effectiveness and prospects.

Additionally, attempting to solve one set of problems often creates other connected problems and/or unintended consequences. So, public work ever [sic] never ends. This dissertation's purpose was to contribute a new theoretical understanding of the experience and practice of public administration. Its research addressed if and how a grounded existential theoretical framework could emerge that would help practitioners and scholars understand and describe public administrative efforts and experiences. Currently, there is no existential theory of public administration. This dissertation sought to initiate work in that direction. This dissertation employed a grounded theory methodology to collect information from Senior Executive Service (SES) members, to analyze the information for emerging concepts and theoretical relevance through constant comparison, and to discover/construct a theoretical framework for understanding public administrative efforts and experiences. "The grounded theory approach is a general methodology of analysis linked with data collection that uses a systematically applied set of methods to generate an inductive theory about a substantive area" (Glaser, 1992, p. 16)., This dissertation identified the emergence of three categories/themes that organized what the SES members were saying, doing, and perceiving. These categories include "the environment," "the work," and "the individual." The core category/theme, "the Sisyphusian predicament," theoretically unifies these categories/themes through a metaphorical application of existential concepts. It describes the issues administrators experience (never-endingness, boundedness, and finitude in the face of infinitude (managing the scope and scale of one's intentions; generating and authoring relevance, significance, and meaning; and the choice for metaphysical revolt/ microemancipation). There are scholarly and practicable applications of this framework. This dissertation contributes exploratory work towards developing a new theoretical alternative within public administration. It provides an alternative approach for viewing and understanding organizational processes within public organizations. Additionally, an existential approach facilitates a plurality of competing schools of thought wherein administrators can select approaches to decision making and acting on the basis of context and utility.

Show morePublic asset management is a critical component of the financial integrity of government. However, in practice, problems exist in the field of public asset management at different levels of government in the United States. This research explores the management of public fixed assets owned, controlled and used by state governments in America. It attempts to answer two major questions: (1) What are the characteristics of a modern public asset management system based on the available literature? and (2) How do public asset management practices at the U.S. state government compare to the system standard described in the first question? Based on systems theory and current research on public asset management and public procurement systems, this research develops an intellectual framework of a public fixed asset management system. This system is composed of six interdependent cornerstones, including legal and regulatory requirements, organization structure, management process throughout th e life cycle of assets, human capital strategies, information and technology resources, and monitoring, integrity, and transparency. Each cornerstone consists of a number of components that reveal the underlying working principles of the relevant cornerstone and together determine the standards of fixed asset management in the relevant area. Survey results demonstrate that state governments fundamentally satisfy the standards identified in the fixed asset management system. However, certain problems obviously exist in the area of each cornerstone. In addition, survey results reveal that the six cornerstones of fixed asset management system are interrelated with one another. In most states, when a management element in the area of one cornerstone is widely implemented, the relevant management elements in areas of other cornerstones are employed and vice versa., A major contribution of this research is the development of a fixed asset management system. State and federal governments may compare their fixed asset management to the standards identified in this system. Local governments may find appropriate management components to adapt to their characteristics from this system.

The research approach used in this dissertation is a three-phase process that involves reviewing and connecting pertinent literatures, using imagination and the process of writing to create a utopian/dystopian thought experiment, and illustrating and examining a utopian/dystopian thought experiment in public administration. In this dissertation, I seek to create a utopian/dystopian thought experiment as a new strategy of inquiry that is developed specifically for public administration. This research will examine two (2) questions from the referenced 2016 poll, Question I, “Do you think the number of immigrants admitted into the US is too high, too low, or about the right amount?” and Question II, “Would you support or oppose a proposal to increase penalties for undocumented immigrants who overstay their visa in the US?”. This secondary data analysis further studies the aforementioned questions by examining respondents’ political party affiliation.

Show moreRegulation of the nonprofit sector is a subject of significant debate in the academic and professional literature. The debate raises questions about how to regulate the sector in a manner that addresses accountability while preserving the sector’s unique role in society. Central to the debate is the role of self-regulation. The nonprofit sector is recognized and defended as a distinct third sector in society. Cultural norms and values differentiate the purpose of the sector from the governmental and commercial realms. The legal regime secures rights, establishes organizational structures, and provides tax benefits that enable, reinforce, and protect participation in nonprofit activities. Nevertheless, government regulation is thought to be antithetical to sector autonomy, as well as an obstacle to flexibility and innovation. Selfregulation protects the sector’s political independence and its distinctiveness through the cultivation of shared norms, standards, and processes for ethical practices. Although self regulation is considered to be consistent with the autonomous nature of the sector, it is also criticized as a weaker form of regulation. The ability to address regulatory issues expressed in the broader debate is limited by how we frame nonprofit regulation. The problem with advancing our understanding of self-regulation has to do with how we conceptualize nonprofit regulation. Government and self-regulation are conceptualized and studied as distinct options for regulating the sector. Missing in the nonprofit scholarship is a theoretical framework capable of reframing nonprofit regulation as a system of governance that depends on self-regulation. This represents a glaring gap in the research. Neglecting the institutional context that explains the structure and functioning of the nonprofit sector has led to an oversimplification of nonprofit governance. To study the effects of self-regulation on the functioning of the sector, I argue that we must first frame what is relevant about how the nonprofit sector is governed. The Institutional Analysis and Development (IAD) Framework outlines a systematic approach for analyzing institutions that govern collective endeavors. The objective of this dissertation is to introduce the IAD as an approach for examining self-regulation not as an alternative to government regulation but as an important part of nonprofit governance.

Show moreThe current study is a content analysis and comparison of news articles from the New York Times and the Wall Street Journal. The objective of this study is to explore media coverage of terrorism over the last five decades to determine the impact of religion and to compare coverage between two respected news sources that are known for their liberal (New York Times) and conservative (Wall Street Journal) view points. Using a stratified random sample, 1,832 news articles were selected between 1960 and 2006 from the two news sources of interest. The articles were read, analyzed, and categorized. Then, a qualitative analysis examined a random selection of articles pertaining to religious terrorist events. Results suggest an increase in coverage of religiously perpetrated terrorism in recent decades. Interestingly, coverage from the New York Times and the Wall Street Journal showed similar patterns despite being representative of opposite ideologies. Implications are discussed.

The somewhat limited stakeholder participation in the policy process, especially, that of target populations, can impact generating viable solutions to complex problems. Collaborative governance has emerged as a promising alternative to traditional management in addressing contemporary complex problems. Collaborative governance is thus a type of governance that promotes joint participation of state and non-state stakeholders in decision making and/or implementation by using agreed upon processes of engagement to collectively address problems. Such governance is especially beneficial for addressing the challenges posed by the human immunodeficiency virus (HIV) and acquired immunodeficiency syndrome (AIDS). This dissertation uses the collaborative governance concept to explicate the efforts of HIV Health Services Planning Councils in Broward County and Palm Beach County of South Florida with the purpose of accentuating how collaborative governance works in providing various categories of services to meet the needs of people with AIDS (PWAs), as part of the implementation of the Ryan White CARE Act. The study focuses on critical variables of collaborative governance such as facilitative leadership and institutional design, the collaborative process variables such as trust building, commitment to the process and shared understanding, and outputs such as allocation priorities of the Councils. This study employed mixed methods in collecting data from various relevant sources., The combined findings from surveys, interviews, observations and document reviews were essential to knowledge and understanding of collaborative governance of the respective Councils. The results revealed more similarities than differences between the Councils in their efforts towards addressing the HIV/AIDS problem. The Councils are similar in all variables of collaborative governance with few exceptions relative to facilitative leadership and institutional design. The differences were relative to membership, number of committees, amount allocated for various service categories and number of clients served. Furthermore, the Councils were slightly different in reaching consensus on subjects of deliberation. On the average, Palm Beach County's Council make decisions by consensus relatively easily when compared with the Broward County's Council. Nonetheless, both Councils are consensus-oriented and strive to make decision by consensus as evidenced by unanimous votes or simple majority votes on various subjects of deliberation. In addition, representation and participation of target populations in collaborative governance have contributed to the empowerment of those target populations. The study contributes to the literature by developing a conceptual model for HIV/AIDS collaborative governance for producing outputs to help meet needs of target populations. Also, the study contributes to collaborative governance theorizing by drawing a nexus between variables of collaborative governance and by complementing the existing non-linear perspective of collaborative process for collective problem solving. Collaborative governance involving state and non-state stakeholders thereby enhances efforts of public managers by harnessing resources to effectively manage and/or address complex problems for the benefit of society.

Show moreThis study explored the work of nursing and the social influences of eugenic policies established during the Progressive Era (1890-1930) on the writing and passage of the Social Security Act of 1935. The research questions: "Did eugenic philosophy and practice influence the Social Security Act of 1935 in relation to Maternal Health Policy?" and 'What was nursing's influence on the Social Security Act of 1935?" required the social history research method. Data were evaluated with the conclusion that eugenic policies did influence the writing and passage of the Social Security Act. Also, that nurses, and other women, played a specific, important and constructive role in developing the Act. During the late 1800s and early 1900s prominent leaders of business, science, philanthropy, and social reform supported the eugenic agenda to assure the wellbeing of hard working "Anglo-Saxon" American citizens. Industrialization and scientific advances in medicine gave Americans the impression that the "production" of healthy, intelligent children could be controlled, efficient, and predictable. Better breeding as a means for social improvement, which fueled the eugenics movement's use of science to solve social problems through governmental involvement, had two sides. Positive eugenics increased information on health and illness prevention, and established well baby clinics; however, negative eugenics advocated controlled reproduction through sterilization of persons considered "unfit." By 1935, twenty-eight states had eugenic sterilization laws. Noted reformers during this time (Lillian Wald, Jane Addams, and Florence Kelley) worked with Presidents Theodore Roosevelt and Woodrow Wilson to establish the Federal Children's Bureau. The Bureau had a direct influence on the maternal and child health policy established by the Social Security Act of 1935., This legacy continues today in the continued fight for women and children's social and economic rights.The Social Security Act's intention, economic security for all citizens, was not realized. Sections of the Act focused on maternalistic social views and sought to maintain a patriarchal family structure. The language of the Social Security Act created barriers to benefits for the most vulnerable. In fact, it seems reasonable to conclude that institutionalized health care disparities laid their roots in America through this legislation.
