Show moreComparative performance measurement is an anathema to most government officials. While internal comparison with national benchmarks or other similar agencies is an accepted management analysis tool, public comparisons are deemed too politically risky for all but a few governments, agencies, and non-profits. To avoid the unappealing prospect of being unfavorably ranked versus comparable agencies, governments cite two primary objections. First, performance measurement is considered an inexact science, subject to manipulation of input data and outcome scores that affects comparisons. Second, comparative measurement is considered unfair by governments because they maintain each operates in a unique environment of demographic and physical characteristics beyond their control which have significant effects on their ability to deliver quality services. This research addresses both of these objections to comparative performance measurement. It uses trained observer ratings, an accepted objective measurement system, and utilizes a scoring scheme that results in a ratio variable outcome score appropriate for comparisons and statistical analysis. The model was employed for external random testing of street appearance across 30 governments in Broward County, Florida, eliminating the possibility of manipulation by those being measured. In addition, the research evaluates the effects of twelve independent variables, which measure characteristics of each community's unique environment. The research question is whether the effects of the external environmental factors on the composite street rating scores are so significant as to make comparisons meaningless, as government officials contend. The findings of this research do indicate that white, educated, affluent residents tend to live in cities with better streets and that environment is an important element in street appearance. Further, the standard deviation scores indicate that the more diversity in the environment of a city, the more diversity in the quality of its streets. Nonetheless, the conclusion of the research is that although environment is significant, the methods and findings of the model can be employed to control for environmental effects in future comparative performance efforts to assuage the concerns of governments being compared.

Show moreThis dissertation focuses on the Government Finance Officers Association's (GFOA) Distinguished Budget Presentation Awards Program. The number of applicants has steadily increased since the awards program was initiated in 1984. In order to win the award an agency must receive a favorable rating by reviewers, based on guidelines established by GFOA. This exploratory research relates to those local government agencies which applied for the award during the 1991-92 fiscal year. Very limited research has been conducted on this GFOA awards program. No research has identified differences between winning and denied agencies. The broad research question is: Is there a significant difference between winning and denied applicants for the award, according to the studied variables? The hypothesis is that there are differences between the groups, according to the studied variables. A survey of all 584 applicants was conducted during March, 1993. A total of 544 surveys were returned. The statistical techniques employed in the study include t-tests, chi-square analysis, and discriminant analysis. The null hypothesis that there is no difference between the means of the two groups (winning and denied agencies) is rejected for thirteen (13) of the thirty-eight (38) variables. Through discriminant analysis, the research identifies seven variables which create the best discriminant function. These variables include population size (POPULATE), use of performance measures (PERFMEAS), use of word processing (WORDPROC), previous receipt of the GFOA financial reporting certificate (GFOACERT), agency participation as a program reviewer (REVIEWER), number of pages in the annual budget (PAGES), and participants' views that the program uses a fair process of evaluation (FAIR). Future research into the GFOA Distinguished Budget Presentation Awards program should include more detailed analysis into the variables which appear to be associated with winning agencies.

Show moreThis dissertation examines some of the challenges women face in the public sector in New York City. Workplace communal and agentic attributes and transactional and transformational leadership provided the theoretical frameworks through which women are viewed when they ascend to executive or managerial positions in city agencies. Communal and agentic attributes delve into feminine and masculine roles, the leadership challenge and biases toward women, and the preference in leadership style for women and men. Scholars organize these attributes to help us understand gender stereotypes whereby men are described as independent, assertive, and initiating, while women are described as caring, emotionally expressive, and responsive to others. Because leadership has been associated with men for centuries, women leaders’ evaluations create incongruencies. Perceived social norms are activated in people’s minds about women not conforming to their gender role and communal attributes and the expectations of what a leader should be. Therefore, the perceived dissimilarity creates a dilemma and potential for prejudice against women leaders. Some policies, non-discriminatory laws, and different administrations changed some of those perceptions and enabled women to lead numerous city agencies in New York City. Nevertheless, challenges remain.

They promised to eliminate urban blight, and turned a crime-ridden area of the city into an upper-middle class entertainment zone frequented by wealthy pleasure-seekers from throughout Palm Beach County. However, much of this transformation was an illusion. These politicians eliminated local taxpayers from the decision-making process by circumventing their votes, but subsequently taxed them to pay for the improvements. Furthermore, blight was not eliminated downtown, merely relocated to areas surrounding the entertainment zone. This resulted in ongoing tension between the mostly white patrons and business owners in the redeveloped area, and the primarily black residents in the dilapidated neighborhoods surrounding this development.
