Show moreAdjusting prices for quality change is an important issue. This study employs a hedonic quality measurement technique to assess the effects of quality on domestic passenger airfare. The econometric analysis utilizes pooled quarterly data on average fare for the largest-share and the lowest-fare carriers, for each of the approximately top 1,000 routes from 1996:Q3 to 1998:Q2. The hedonic regression specifies airfare as a function of distance, total passengers, market share of the airline, and quality variables measuring on-time performance, oversales, baggage handling, complaints, and airline safety. Quality characteristics are found to have several important effects on airfare. Oversales revealed a statistically significant impact on airfare for all distance blocks, passenger complaints were important on short and long routes, and on-time performance and baggage handling were valued by customers only on shorter routes. Competition from low-fare carriers, and differences between airline groups are also identified to be important factors.

Show moreThis thesis focuses on evaluation of joint occurrence of extreme precipitation and streamflow events at several hydrologic structures in South Florida. An analysis of twelve years storm events and their corresponding peak streamflow events during wet and dry season including annual peaks considering two seasons was performed first. Dependence analysis using time series data of precipitation and streamflow was carried out next. The analysis included use of storm events with different temporal lags from the time of occurrence of peak streamflow events. Bi-variate joint probability was found to be appropriate to analyze the joint occurrence of events. Evaluation of joint exceedence probabilities under two phases of Atlantic multidecadal oscillation (AMO) influencing south Florida was also evaluated. All methodologies are evaluated for application using observations at several structures in the case study region to provide advances and valuable insights on joint extremes of precipitation and streamflows.

However, the out-put of an educational system may not meet the expectations of its suprasystems. Deductive analysis is the method used in this dissertation for establishing proof of cyclic irrelevancy from the assumptions, definitions and postulates widely accepted by scholars in the field of systems theory. Corollaries which logically follow are also formulated. Based upon the identification and description of cyclic irrelevancy and its corollaries, a theoretical prescriptive model for interruption of cyclic irrelevancy is described.

Show moreAcross the state of Florida, stormwater retrofit projects have been gaining increasingly more attention in recent years, mainly due to the effects stormwater and non-point source pollution have shown to have on the environment. Many retrofit projects focus mainly on "end-of-pipe" solutions with little regard for watershed behavior and the nature of the drainage system's deficiencies. This report focuses on an intimate understanding of watershed behavior and how the knowledge gained by such an understanding can be a valuable tool in designing an effective stormwater management system. A case study is presented involving a small urban watershed in the Town of Davie, Florida. An intense site investigation was performed followed by a modeling procedure using the Environmental Protection Agency's Stormwater Management Model. The knowledge gained was applied to building an understanding of the drainage system and its deficiencies, and developing a tailored set of solutions for both quality and quantity.

Show moreVery little has been written about multiple association management companies and how they serve voluntary membership organizations. A direct mail questionnaire was used to ascertain organization structure, size and income, services provided, and management method. A second questionnaire was sent to every identifiable multiple association management firm to determine experience of the firm and its principals, structure and income of voluntary organizations managed by these firms, whether or not these firms experienced an increase in the number of voluntary organizations managed and in the size of the firm, services they provide to voluntary organizations, and how their client voluntary organizations were previously managed. Secondary research consisted primarily of material published in association trade journals. Multiple association management firms were found to be increasing both in size and number, and more voluntary organizations appear to be selecting this form of management; the primary reasons for this selection are professionalism and cost.

The software must now reflect this improvement: it should be as dynamic as possible, must adapt to the different missions and emphasize flexibility and scalability. It must allow for complex behaviors, failure detection and handling and multiple cooperative missions. On the other hand, the new high-level controller has to remain accessible to the non expert user. To achieve these goals, a new architecture, based on the Convenient Hierarchical Autonomous State Machine formalism, was implemented using Python. The system is modeled as a set of concurrent processes communicating through shared memory to accommodate a variety of sensor payloads from one mission to the next. New control tools can be integrated dynamically into the architecture in the form of modules implementing new behaviors.

Show moreThis study sought to accomplish three things: 1) to develop a model which would use semantic differential techniques to measure the intensity of teacher attitudes toward public school supervisory concepts; 2) to determine if teachers' attitudes differ significantly in the subgroups of the study's population when analysis of variance is applied to the data supplied by the model instrument; and 3) to determine which rotation, orthogonal or oblique, more closely approximates the simple structure when factor analysis is applied to the data. Analysis of the data was based on the responses of 217 public school teachers who were enrolled in graduate courses located at the University of Central Florida and Florida Atlantic University. Each subject responded to eighteen bipolar scales, evaluating seven supervisory concepts. Analysis of the data was accomplished by three computer programs, Kaiser's "Little Jiffy, Mark IV," to measure sampling adequacy, reliability, and degree of empirical confirmation of the model; analysis of variance to determine whether the subgroups were statistically significant and evaluate the relationship between the variables in the groups; and factor analysis applied to the data which incorporated two methods of rotation, orthogonal and oblique, to determine which rotation more closely approximates the simple structure. Findings: The findings may be summarized as follows: 1. Teachers' responses clustered into four principal factors, here presented in rank order of extraction--evaluation, potency, activity, and stability. The evaluation factor accounted for over 55 percent of the common variance. 2. The concept instrument, bipolar scales, and semantic differential techniques can be combined to differentiate teacher attitudes concerning specific concepts. 3. A comparison of the mean variable scores for concept instruments revealed that responses by this study's teachers rated the positions of principal, director and superintendent very low. 4. Data comparing such groups as university attending, school districts of employment, and age groups by analysis of variance techniques revealed statistical differences that were substantive when evaluating the concepts of dean, principal, director and superintendent. 5. Teaching level and male/female teacher group accounted for statistical differences that did not prove to be substantive over all concepts. 6. A comparison of the quartimax rotated factor matrix and the oblique pattern matrix revealed that clusters of variables are more clearly defined on the pattern matrix. Near zero loadings are minimized and high loadings are maximized. However, on several of the concept data runs the differences were not clearly defined. Conclusions: 1. The model developed for measuring teacher attitudes was reliable and demonstrated a high degree of empirical confirmation. 2. Supervisory job does appear to be a factor influencing teachers' attitudinal responses on the bipolar variables. 3. University of attendance, school district of employment, and age group are factors which produce significant differences in teacher attitudes. 4. Factor analysis involving either orthogonal or oblique should be selected based on the objectives of the research project. Both methods may be utilized, results compared, and the solution which provides the best answer for the study involved should be selected.

SQL, currently the most widely used relational language, was introduced in the experimental IBM database management system (DBMS) System R. Another DBMS, called INGRES, was developed at about the same time as System R (under the leadership of M. Stonebraker), and it was based on the relational database language QUEL. Since that time, inadequacies of the relational model and the need to handle more complex database issues warranted the extension of the relational model and the implementation of a DBMS that meets those needs. M. Stonebraker developed the post-relational DBMS POSTGRES based on the POSTQUEL database language. An evaluation of POSTGRES will be conducted to determine the adequacy of POSTGRES with respect to traditional relational database issues, as well as more complex issues that are considered post-relational.

Show moreThis dissertation investigated the problem of short-term tenure of city managers as an indicator of the appropriate "fit" between the personality types and leadership styles of city managers and the city councils they serve. Moving from theory to practice in public administration, this research presents findings, not offered to date, based on a rigorous, nation-wide study of city managers. The study focuses on years of service - tenure of city managers as a function of the city managers' personality types, leadership styles, and perceptions of support from their city councils. Results of the study were generated through an analysis of data collected in a national survey of city managers, endorsed by the Executive Director of the International City/County Management Association (ICA), using three self-administered instruments: a general demographic city manager questionnaire, the Myers-Briggs Type Indicator(RTM)-Form G (MBTI(RTM) Form G), and the Leader Behavior Analysis II(RTM)-Self (LBAII(RTM)-Self). A theoretical model, "Fit," was created and tested, and the variable relations were found to be statistically significant. The findings revealed that "Fit," measured as years of service - tenure, is a function of the manager's leadership effectiveness and personality compatibility with the orientation and expectations of the city council as indicated by the annual performance evaluation. The findings were tested through predicted values and were confirmed through three case studies of city managers, with long tenure, and their city councils in small, medium, and large cities. Independent variables found to significantly affect, positively or adversely, the dependent variable, years of service - tenure, were: leadership effectiveness scores; personality type dimensions, Introverted (I) and Perceiving (P); and city council perceptions measured by city-council-conducted performance evaluations of the city manager. Other statistically significant independent variables include: experience of the city manager; total number of cities the city manager has served; the manager's age and race; and demographic information of the city in which the city manager serves, such as median household income, cities with a predominant white population, and the percentage of population not born in the United States of America. The "Fit" Model provides a meaningful tool for present and future city managers to become conscious of their respective personality type and dominant leadership style in relationship to the culturally heterogeneous cities they lead and manage. Armed with such awareness, city managers can be empowered with the knowledge of whether they are "appropriately fitted" with the city councils and the citizens they serve.

In a competitive environment, efficient and effective transfer of knowledge within the firm is a strategic imperative. In each organization a system through which knowledge flows, arises by design and enactment. Like other resources, knowledge resources should flow to where they are needed, when they are needed. The flow of knowledge resources depends upon contextual characteristics of both the organization and the knowledge itself. This dissertation investigates characteristics that affect the internal flow of organizational knowledge between departments and types of employees. The study of knowledge transfer lies within the domain of knowledge management, linking strategy, organization theory and organizational cognition research. Effective knowledge management systems enhance strategy implementation and help maximize returns on organizational knowledge. These systems can offer the firm competitive advantage in speed and navigability. Knowledge management has broad theoretical scope. For this research, I draw upon theory concerning business policy and strategy (the resource-based view of the firm, competitive advantage, strategic orientation), organizational theory and cognition (bounded rationality, organizational knowledge, event management, sensemaking), information technology (media richness, communication technology) and epistemology (critical naturalism). I offer a testable model that describes how (a) departmental membership influences; (b) strategic orientation, locus of attention, communication media, sources of meaning and perceived knowledge impedance characteristics that affect; (c) knowledge discernment behavior to determine; (d) the performance of organizational knowledge transfer. The theory offers managers a somewhat rational approach to understanding and manipulating knowledge flows in order to alter the performance of knowledge assets in their firm.

Show moreModern computer systems have strong requirements for security. The decentralization of the security functions is becoming necessary due to the complexity and physical distribution of many systems. This study uses a previous model of authorization for decentralized security administration. The concept of file classes is proposed and used for the entire system design as a main motive. Algorithms for delegation of administrative access rights with revocation are designed and implemented. For development of software, top-down and bottom-up methods are adopted. The strategy for design is borrowed from the object-oriented approach. The special "unit" feature of the implementation language--Meridian-Pascal, serves as a window to observe the interaction and coordination of the fundamental data representations. Four basic table structures are defined to control the authorization system. For the delegation and revocation of the administrative access rights, two graph structures are used and implemented to illustrate the logical view of the operations.

Show moreIn this dissertation, I examine three main issues in mutual fund research: 1) the performance of "sector funds" over the business cycles; 2) the performance and managerial characteristics of "focus funds" and finally 3) the impact of taxes and tax overhang on flow of funds & performance of "corporate bond funds". My first essay analyzes the performance of sector funds across different stages of business cycles. Using a sample of 1,488 sector funds over the period 1990 to 2005, I demonstrate that sector funds perform differently across different stages in the business cycles. Average difference between expansion and recession cycles ranges from 2.75 percent per year to 3.78 percent per year. Findings of this essay further suggest that sector funds do exhibit different timing effects across recessions and expansions. Flow of funds and buy turnover ratio have differential effects across business cycles whereas sell turnover trading activities have a negative effect on funds' overall performance. My second essay analyzes the performance of "focus funds". These funds are well managed but tend to keep 50 or less stocks in their portfolio. Using a sample of 926 focus funds that existed during all or part of the period 1997 to 2006, I find that on average focus funds do not outperform a corresponding passive benchmark. My results further indicate that focus funds that are more concentrated in their top holdings, have larger net asset size, relatively young management and lower turnover ratios may offer higher abnormal returns compared to passive benchmarks. The third essay analyzes the effect of taxes and tax overhang on the flow of funds and performance in bond funds. Using a sample of 741 corporate bond funds that existed at some time during the period 1997 to 2006, findings of this essay indicate that new investors to bond funds are sensitive to unrealized capital gains/losses, however, the flow of funds is not affected by past dividend distributions. Findings further indicate that tax liabilities, unrealized gains/losses, and managerial tenure explain post-tax abnormal performance after controlling for investment style, and other known factors that explain the pre-tax performance ofbond funds.

Show moreThe problem of this study was to develop a model and procedures (strategies, an organizational format, programs and components) for educational administrative development programs based on business organizational development theory and practice. Organizational development is a concept which has evolved, in the business sector, from increased emphasis in the areas of planning, organization theory and human resources development. Public school systems throughout the country are increasingly unde r pressure to improve the quality of education and increase their efficiency at a time when available funds are being sharply curtailed . Just as Planning, Programming and Budgeting Systems (PPBS) has been adapted to and is now used throughout the educational structures in this country, organizational development would appear to be a natural follow-on as elements of our educational system increase in size and complexity. The model outlined in this study is based on efforts of a County-University-Industry consortium. The consortium was formed to establish a developmental program for the Broward County·, Florida School System, based on organizational development theory, techniques and practice as developed within the business sector. The model sets out: 1. A schematic (Concept Guide) to depict the approach to the establishment of an overall administrative development program. 2. A series of component schemata illustrating the formulation of managerial, organizational and policy changes. 3. A recommended "type" organization to implement an educational administrative development program. 4. A set of procedures which outline and describe the process of program design, development and implementation. 5. An outline of component programs applicable to educational administrative development. The model was not designed to be highly detailed and applicable only to a specific size school district or to a school district with a specific set of problems. Rather, emphasis was on the development of an approach which properly recognizes the wide variation of types of problems encountered by the typical rapidly expanding school system. Recommendations were made with regard to areas in which additional research is required.

Show moreThe dual purpose of this study was to verify if the Interstate Distributive Education Curriculum Consortium (IDECC) Economics-Marketing (EM) competencies were foundational to the job performance of mid-level aviation managers, and evaluate the effectiveness of the IDECC EM Learning Activity Packages (LAPs) in teaching the concepts and understandings for EM competency achievement. The IDECC EM LAPs were also evaluated to determine their effectiveness in teaching college and university academic content areas as opposed to occupational skills. A judgment sample was drawn of mid-level aviation managers located in the central portion of Florida, and students enrolled in a business management course at an aeronautical university. A Likert five-position scale survey instrument was administered to obtain perceptions of agreement or disagreement with the EM competency statements. A quasi-experimental non-equivalent control group research design was used to evaluate the instructional delivery system. Each intact class section was randomly assigned to one of three instructional treatments: IDECC EM LAPs, modified IDECC EM lecture only, and traditional lecture method. The groups were administered a pre-test and post-test. Group gains and achievement were evaluated. Major findings and conclusions were: (1) Managers and students perceived the EM competencies foundational to job performance; (2) The IDECC EM LAPs resulted in significantly higher student gain and achievement; (3) IDECC EM LAPs were an effective instructional delivery system; (4) IDECC EM LAPs were effective in teaching academic content; and (5) IDECC EM LAPs were effective for teaching college and university business subjects. Implications relative to student achievement, motivation, curriculum design, and contingency style management for instruction were presented. Proposals for future application and research involving new areas of competency development and instruction, and learning styles research were made.
