Show moreIn this qualitative study, 21 Title IX federal court cases between 2000–2022 were examined. The purpose of this analysis was to explore how the changes in Title IX guidance across President George W. Bush (R), President Barack Obama (D), and President Donald Trump (R) administrations have impacted higher education institutional liability lawsuits. Guided by content analysis and the power-conscious framework, three research questions were asked: (1) How have the Title IX policy changes under the Bush, Obama, and Trump U.S. presidential administrations impacted higher education institutional liability lawsuits? (2) What specific Title IX requirements within the Bush, Obama, and Trump U.S. presidential administrations are higher education institutions being held liable for violating? (3) How effective is the Title IX guidance under the Bush, Obama, and Trump U.S. presidential administrations at reducing institutional liability? Four themes emerged from this study: (1) Increase in Title IX lawsuits, (2) Violation of Presidential Guidance Does Not Mean Violation of Title IX, (3) Previous Court Cases, (4) Guidance with More Legal Protocol Can Reduce Title IX Liability. This content analysis concluded that higher education institutions should incorporate legal standards into their Title IX process and work to be compliant with federal law and the guidance provided by the Department of Education. Furthermore, this study demonstrates the different types and forms of power that change over a period of time. Based upon these conclusions, recommendations were made for higher education institutions and the U.S. Department of Education to create policies that would be fair and equitable to the involved parties while also reducing institutional liability.

Show moreMy study focuses on oscillating political context to find what factors are conducive to the proposal and ultimate success of executive-generated, liberal health care policy. When it comes to initiating policy change, most of the existing literature concentrates on individuals in Congress or local level politicians. Beginning with the advent of the so-called "Modern Presidency" during the early years of the twentieth century, the President has increasingly played an active role in government, particularly with respect to legislation--he can be considered a "policy entrepreneur." I use data on variables from 1959 to 2004 and employ the Two-Stage Conditional Maximum Likelihood Model. I find that a more liberal President is likely to propose health care legislation that necessitates increased government involvement. I also determine that Congress is more likely to approve a liberal Presidential proposal when the government is unified and public opinion polls indicate people are more receptive to government intervention.

Show moreThe highly complex role of the Chief Nursing Officer (CNO) requires the refinement of a multitude of competencies and leadership skills in this unprecedented time of healthcare reform. As the senior most patient advocate in our medical centers the CNO is responsible for translating research into practice, policy development and implementation creating value based patient-centric strategies to transform health care. The ability to sustain and thrive in this role is essential in repositioning nursing as a knowledgeable discipline actively contributing to the redesign of healthcare. This exploratory descriptive phenomenological study was designed to explore and describe the elements that contribute to the sustainment of CNOs in their practice of nurse executive leadership. Ray’s (1989) Theory of Bureaucratic Caring, Authentic Leadership Theory (Wong & Cummings, 2009), and Resiliency Theory (Earvolino- Ramirez (2007) provided the theoretical lens through which this study was grounded. Semi-structured telephonic interviews were conducted with twenty CNOs all with two consecutive years experience in their current role. Six themes emerged after thorough content analysis which describes the lived experience of sustainment. Each theme was supported by several subthemes. Themes emerged as: Loving the Profession, Having a Broader Impact Reflecting on One’s Own Work, Learning to Manage Conflict, Maintaining Work/Life Balance Working with Supportive Leaders.

Show moreThis study investigates the relationship of executive fire officers' use of strategic thinking skills and their proficiency using information and communication technology. A non-experimental quantitative study design was employed. The study consisted of 400 graduates of the National Fire Academy's Executive Fire Officer Program. The use of strategic thinking skills was measured by the Strategic Thinking Questionnaire (STQv6) (Pisapia & Reyes-Guerra, 2007). The use of information and communication technology tools was measured by the Information and Communication Technology (ICT) Fluency Questionnaire (Hilberg, 2007). The EFOs' strategic thinking capabilities of systems thinking (3.58 +/- .447) and reflecting (3.82 +/- .445) compared to previously reported samples from the literature, both empirically and theoretically. Depending upon the sample, some means were significantly higher and others were significantly lower. The strategic thinking questionnaire and the ICT fluency questionnaire were not directly correlated to one another ; however, there were some strong correlations within their subscales. ICT fluency and ICT comfort were highly correlated (r = .516), as well as systems thinking and reflecting (r = .688) at the 0.05 level. There was a significant correlation between age and ICT comfort (r = -.235), as well as between years of experience and ICT comfort (r = -.203) at the 0.05 level. Age moderated the relationship between systems thinking*reflection, and ICT comfort. Race moderated the relationship between systems thinking*reflection, and ICT education/training. This research was significant because it was the first time that Executive Fire Officers have been studied regarding their strategic thinking capabilities and their information and communications technology fluency.

Show moreAlthough current employment statistics paint a promising picture for women in general, they fail to address both the multitude of challenges women face in their attempt to secure leadership positions or in their ability to gain and maintain support from their female colleagues. Black women, in particular, tend to be torn between their fabled image to others in the organization and their official duties and responsibilities at work. This paper discusses definitions and conceptual uses of horizontal and vertical violence by Black female educational leaders ; problematizes the phenomenon as outlined by Freire (1970) at the theoretical level ; outlines the proposed qualitative methods, which will be used to investigate the phenomenon further ; and taking Paulo Freire's lead, explores the implications of sabotage or violence coming from members of the same minority group. In this specific case, Black female educational leaders will serve as the primary participants of the study. Once the data is collected and analyzed, the paper will include an analysis of the data and a discussion of the findings followed by recommendations based on the findings of the study.

Show moreIn this dissertation, a theoretical framework is developed from Camilla Stivers' (2002) argument that images of expertise, leadership and virtue are used to defend public administration's legitimacy in the face of criticisms about the inefficiencies of government and the power wielded by bureaucrats. Stivers argues that these legitimizing and traditional images have historical and cultural roots in ideas associated with masculinity, and that this harms women in the public sector. The realm of policing faced similar criticisms and defended its legitimacy by altering practices, the day-to-day actions of police practitioners. The purpose of this dissertation is to explore the possibility that police practitioners have defended their legitimacy on the same basis as public administrators have done by offering images of expertise, leadership and virtue, which Stivers (2002) claims are deeply gendered. Using Ethnographic Content Analysis (ECA), imagery is qualitatively examined using using Stivers' (2002) descriptions of characteristics, qualitiers, values and actions that she associates with images of expertise, leadership and virtue... Masculine images of virtue portray the police as dedicated and committed professionals who protect the citizenry through laudable programs and initiatives. Masculine images of leadership are less prevalent, but consistently portray the police as controlling and direction-setting visionaries. Alternative imagery patterns include leadership images more aligned with femininity, such as collaboration and cooperation. Throughout the thirty-one years, these patterns of images are observed, despite differences in practices associated with the three paradigms of policing.

Show moreThe purpose of this qualitative case study was to examine perspectives of attorneys who have transitioned into community college leadership. The study sought to answer questions concerning why attorneys decided to change careers, how they transition into new careers, and to what extent their legal backgrounds helped them in educational leadership. Interviews were conducted of 20 former attorneys across America on their perspectives about career transition and leadership competencies to determine whether they might serve as a viable source for leadership. Participant perceptions revealed a transition to make a difference, the transition process was smooth, and transition was made for a better work environment. Participants recommended for career changers coming from law to informally learn about community colleges, gain work experience therein, and to earn another degree. Participants reported high abilities in communications and professionalism, which are current AACC leadership competencies. Some participants reported low collaboration competencies. Participants also recommended positive reinforcement, teamwork, and problem-solving as additional AACC leadership competencies. Moreover, participants reported other transferable skills including legal expertise, business sense, and analytical skills. Recommendations from this study include a policy and practice of considering lawyers for educational leadership provided they demonstrate work and commitment toward a transition into community college leadership.

Show moreIn a growingly complex and ambiguous world it is thought that flexible, change-oriented leadership that encourages a culture that is risk taking, innovative, and proactive is necessary to survive and prosper. The extant literature offers entrepreneurial leadership as having a positive impact in such environments in business settings. Schools, which are not exempt from complex and ambiguous environments, might also benefit from this new type of leadership. Hence, this study expands the study of entrepreneurial leadership to the education profession, examining the relationship between principal autonomy, a principal’s entrepreneurial orientation, school culture, and school performance. This study, supported by findings of numerous educational leadership studies, posits that a significant positive indirect relationship exists between a principal’s entrepreneurial orientation and school performance, with school culture as a mediating variable. It is proposed that a greater disposition to proactive and risky behaviors in pursuit of innovation will correlate with greater cultural innovativeness, leading to higher levels of school performance. The contribution this study makes is both theoretical and practical. Theoretically, it adds a new dimension to the educational leadership literature by investigating the potential effectiveness of entrepreneurial leadership in improving teaching and learning in American schools, and the impact of risk taking, innovativeness, and proactiveness as individual distinct determinants of school performance. Practically, the study could identify new dispositions valuable to principals in efforts to improve their school’s performance. The study uses a nonexperimental, quantitative research design to explore these relationships, using correlational and regression analyses.

Show moreThis quantitative, non-experimental study was conducted to determine whether there is a link between the principal’s behavioral agility, the organization’s culture, and school performance as defined by the state’s Value Added Measure (VAM). Additionally, this study examined if there was a moderator influence of contextual factors to behavioral agility and school culture and school culture and school performance. Data collection was obtained through the use of two validated scales, the Strategic Leadership Questionnaire (SLQ) and the Organizational Culture Assessment Instrument (OCAI). Multiple regression was conducted to determine the extent each independent variable predicts school performance. Hayes’s (2012) PROCESS macro for SPSS was completed to determine if school culture mediated the relationship between behavioral agility and school performance and school culture and school performance. Significant correlations were found between and within the two instruments measured unidimensionally and multidimensionally. The OCAI findings included significant, high effect correlations with the four culture types, although market was not correlated with clan or adhocracy. All subscales of the SLQ had positive significant correlations within the instrument. School size was significantly negatively correlated with clan and adhocracy culture types. School performance was found to be significantly correlated with hierarchy culture type and school level. The contribution this study makes is both theoretical and practical. Theoretically, this study offers insights into school level and its moderation of culture and school performances as well as the influence culture types have on school performance. Practically, the study could identify a new culture type valuable to principals for improving school performance.

Show moreThe purpose of this single site case study was to identify how four advising teams in a medium-sized public university adapt to the changes presented to them and what role leadership and culture play in that adaptation. This was accomplished through analysis of advisor and administrator interviews, office and meeting observations, and reviews of documents relating to advising and university changes in curriculum and systems. The study was guided by team culture and the five core adaptation strategies described by Eckel and Kezar (2003). The study indicates that although part of the same institution, each advising team has a unique culture and approach to doing their work. In turn each team has a different approach to their adaptation to the change that affects them. The study began with an examination of how and if the advising teams use the five core adaptation strategies described by Eckel and Kezar (2003). It was found that these adaptation strategies were not utilized because they require authority and the advisors do not have the organizational control necessary to use these strategies. However, the study revealed that the advising teams adapt to their environment through coping mechanisms depending on the type of adaptation. It was also found that the responses the advising teams have to particular change events depends on when they find out about the change as well as the culture and leadership of the teams. Consequently, their resilience to changes is a result of their ability to either absorb the change or alter their system quickly in reaction to the change. Implications are presented for universities and the advising teams in addition to recommendations for future study.

Show moreThe purpose of this study was to determine if individuals who are professionally committed to careers in public education possess public service motivation. The participants in this study were a sample of convenience selected through their enrollment in graduate education programs within three East Coast universities. The sample was stratified into three groups based on their education roles as teachers, aspiring leaders, and school district administrators. Based on the 258 education sector participants, the majority were Caucasian, female, and under the age of 30. All respondents held at least a bachelor's degree and the majority held up to ten years tenure in education. Utilizing an abridged version of Perry's (1996) multi-dimensional scale that was modified for the education sector, the public service motivation (PSM) construct was measured using an Internet survey approach. Three of the public service motivation dimensions and two commitment items were used to operationalize the PSM and professional commitment of education professionals within their current roles. Correlation, regression, ANOVA, and t-test analyses were conducted to examine the data collected. Study findings concluded that education professionals possess public service motivation and are professionally committed to their careers. In addition, results indicated that school district administrators possessed higher levels of public service motivation than teachers. Furthermore, demographic characteristics indicated that educators who are older, more experienced, and highly educated possess higher levels of PSM. Perhaps the most critical discovery was that when comparing education professionals to their public administration counterparts, educators possessed higher levels of public service motivation. Show moreThe purpose of this study was to examine the leadership characteristics of respiratory care program directors and determine the relationship between the director's leadership style, effectiveness, faculty satisfaction, extra effort, and program outcomes. Differences between the directors' perceived leadership style and faculties' perception of the directors' leadership style were also examined. Directors' leadership styles were measured by the Multifactor Leadership Questionnaire (MLQ). Director, faculty and program information was measured with a researcher-designed questionnaire. CoARC accredited program directors (n=321) and their full and part-time faculty (n=172) received an e-mail and a web link to obtain demographic information. All participants received an e-mail from Mind Garden, Inc. with a web link to complete the MLQ. Regression analysis and t tests were used to analyze the data. The results found a significant relationship between faculty satisfaction, extra effort, and perceived director effectiveness and each of the predictors transformational, transactional, and passive/avoidant leadership behaviors. There was no relationship between program director leadership style and program outcomes. This study found no difference between the directors' and the faculty's perception of the directors' transformational and transactional leadership behaviors. However, there was a significant difference between the directors' and the faculties' perception of the directors' passive/avoidant behavior.

Traditionally, the role of professional membership associations or organizations such as the Association for Talent Development (ATD, formerly known as the American Society for Training and Development), the group dedicated to individuals in the field of workplace learning and development, is to provide learning opportunities, set standards, identify best practices in their respective fields, and allow members to network with other professionals who share their interests. However, with the rampant increase in the use of technology and social networking, individuals are now able to access a vast majority of information for free online via tools such as LinkedIn, Facebook, Google, and YouTube. Where has this left organizations that typically charged for access to this type of information in the past? Surveys and interviews were conducted with ATD members in this mixed-methods study to answer the following research questions: 1. What are the perceptions of Association for Talent Development (ATD) members regarding the effect of technology-based informal learning on the role of ATD? 2. How do ATD members utilize technology for informal learning? 3. Are there factors such as gender, age, ethnicity, educational level, or length of time in the field that predict a member's likelihood to utilize technology for informal learning? 4. Are there certain ATD competency areas for which informal learning is preferred over non-formal or formal learning? The significance of the study includes the identification of how the Association for Talent Development (ATD, formerly ASTD) can continue to support professionals in our constantly evolving te chnological society as well as advancing the field by contributing research connecting informal learning with technology to membership organization roles.

Show moreThe purpose of this research study was to identify practices that principals utilize that are believed to influence teacher retention. Teacher turnover is a major problem facing principals and school systems today. Much of the present research focuses on why teachers leave the field, but there is little research on the principals' perceptions of what they do to stem the flow of educators leaving the classroom. To accomplish this purpose, a case study was conducted, focused on identifying the principals' role in teacher retention and their perceptions of the most important strategies utilized to stimulate high teacher retention. Qualitative research methods including individual interviews, open-ended questionnaires, and focus groups enabled the researcher to identify, compare, and contrast the perceptions, beliefs, and practices used by the nine study participants. The research design produced interviews filled with rich narratives describing the practices used by principals at schools with high teacher retention. The focus group discussion elucidated the common behaviors that were perceived to support teacher retention. The study yielded evidence that high-performing principals with high teacher retention rates clearly and consistently identified specific practices they believe support teacher retention; that principals play a vital role in teacher retention and that their leadership, support, and daily practices influence a teacher's decision to remain in teaching. The data collected indicates the centrality of creating a positive school culture and a sense of belonging. All the other identified principal practices are intertwined with and contribute to this outcome., Choosing, supporting, and valuing faculty and encouraging shared decision-making appear to be the central practices in building teacher retention; and these practices are supported by and integrated with principals' modeling of positive personal characteristics, exercising fairness and equity, being visible and approachable, and communicating in an open two-way manner. Congruence of findings from all data collection methods provided an updated list of common practices identified by these highly successful principals that may inform principal preparation and a professional development model for present and future educational leaders interested in maintaining a stable teaching faculty.

Culturally relevant pedagogy, culturally responsive teaching, culturally responsive urban leadership, and ethnohumanist leadership are the study's theoretical underpinnings. The research question was as follows: To what extent, if any, do principals of predominately African American schools promote culturally relevant pedagogy and utilize culturally responsive leadership? The sample for this mixed methods study was secondary school principals and teachers in predominately African American schools. Seven principals and 43 teachers participated in the study. The research methods used were vignettes, interviews, surveys, content analysis, and document analysis. Vignettes containing 10 scenarios of principals performing culturally responsive leadership practices were distributed to principals who were asked to rate them with a Likert scale. In addition, principals were asked 13 open ended questions about culturally relevant pedagogy and culturally responsive leadership in an interview. Teachers were asked to complete a 10 question on-line survey about their principals' leadership from a culturally responsive perspective. Reviews of school improvement plans, principals' messages, and mission and vision statements were also conducted., The study found that (a) principals admitted that they had a limited knowledge of the concepts of culturally relevant pedagogy and culturally responsive leadership, (b) principals theoretically viewed culturally relevant pedagogy and culturally responsive leadership as useful tools in educating African American student populations as evidenced by their responses to the vignettes, (c) principals had a general understanding of African American culture and exhibited sensitivity to the cultural needs of African American students, (d) stressed the managing of difficult students or the diffusing of problematic situations as a benefit of having teachers trained in culturally relevant pedagogy and (e) principals in the study did not actively encourage teachers to utilize culturally relevant pedagogy as a means to improve the academic achievement of African American students.

This purpose was motivated by the researcher's desire to provide useful information to program leaders and institutional leaders in the field of older adult education. The information is presented for leaders who are building new educational events and integrating them into their organizations. The research was conducted at two sites at Florida Atlantic University: the Lifelong Learning Society at the Jupiter campus and the Memory and Wellness Center at the Boca Raton campus. The voices in this text belong to practitioners, theoreticians, and attendees- all learners as well as contributors. The researcher's face-to-face interviews, group discussions, and observations disclosed four meta themes: (a) envisioning, creating, and establishing the learning environment; (b) program characteristics, (c) fostering persistent participation, and (d) leaders' roles and responsibilities. These themes encompassed both sites while illustrating inherently unique aspects of each program. The setting at each site was comprised of three distinct aspects -physical, affective, and activity- and each uniquely contributed to program success. Although each setting and program had its own reasons and methods for stimulating cognitive functioning, they shared the assumption that wellness and learning are related. Leaders of both programs displayed four foundational qualities: respect, kindness, encouragement, and flexibility. Each of these characteristics fostered strong positive relationships with attendees and partnerships that promote learning among colleagues. These examples of successful leadership suggested several guidelines for front line practitioners. Among these were building expertise in market awareness, fund raising, a wide communication repertoire, and the critical ability of establishing a cadre of program supporters within and beyond the organization. Recommendations for higher-level leaders included attending to core institutional values, community connections, open communication, inclusion of new team members, and the value of listening to everyone's ideas. Factors that advanced the establishment of educational programs for older adults include their growing numbers, assertive voices, and value to host institutions. This study raises the question: in what ways do these formal, communal learning events contribute to follow-up independent learning?

Women occupy 1.4% to 53% of the executive positions in the U.S. depending on the sector, yet little is known about their learning needs and strategies. The research questions asked how these women executives learned to develop successfully in their positions and what informal learning strategies they used. This study explored the perspectives of 22 women executives of philanthropic organizations in South Florida and Western Washington. The foundations represented by the participants varied widely in size, purpose, and structure. The study yields evidence that learning and leading are inextricably connected. There is also evidence that learning needs and learning strategies change over the course of one's career. They use a variety of learning resources including mentors, workshops, and resources such as books, journals and the internet. Early strategies include training and mentoring. Later strategies refine conceptual skills through conversations with colleagues. Discussion includes implications for executive development programs and recommendations for practice and further research.

The Principal Instructional Management Rating Scale was used to quantify instructional leadership in ten different job functions. The research questions were as follows: 1. Can the instructional leadership of principals, assistant principals, and math department heads be described at the high school level? 2. Whose instructional leadership has the greatest relationship to student achievement, principals, assistant principals, or math department heads? 3. Does team alignment in instructional leadership matter to student achievement? 4. Does socioeconomic status moderate the relationship between the job function and student achievement? Instructional leadership questionnaires were distributed to the principal, the assistant principal in charge of curriculum, and the math department head in all public high schools in five of the seven largest counties in Florida. The unit of study was the instructional leadership role linkage between the principal, the assistant principal, and the department head as it related to student achievement. The study found that (a) principals exhibit instructional leadership behaviors at a higher frequency than assistant principals and math department heads, (b) instructional leadership team alignment does not correlate to math achievement, and (c) principals' and assistant principals' behaviors correlate to math achievement, but math department heads do not. The study also found that student achievement is moderated by socioeconomic status. These findings suggest that the administrative setup in schools should be examined. The alignment of instructional leadership behaviors did not significantly correlate with student achievement; however, the correlation was positive in eight of the ten job functions. Differentiation of roles may be the key to understanding why alignment and achievement are positively correlated. Mixed method studies may also need to be used in future research, as this study contradicted other studies in the area of the department head's influence. Finally, the role of the department head should be studied in depth. This role may be the critical, yet indirect link to student achievement.

Show moreThe purpose of this study was to determine if Catholic schools in the state of Florida were using learning organization principles, and if they were, what effect did it have on student learning. The study was framed by three concepts: learning organization principles, student achievement, and contextual factors. The study employed a nonexperimental design and the school was the unit of study. The study's instrument, called the Learning Organization Survey for Schools (LOSS), was distributed to fifty Catholic schools in the state of Florida in the summer of 2006. Each school was asked to distribute the surveys to ten full-time teachers working at the schools. Thirty-four of the schools responded for a 7 5. 7 % rate of return. The study showed that Catholic schools are using learning organization principles. A reliable instrument was established and achieved face validity through the use of an expert panel. Mental models were significantly negatively related. Shared vision was significantly positively related to student achievement. Three statistically significant moderating relationships between the contextual factors, mental models, shared vision and systems thinking and student achievement were found. Two major conclusions were drawn from this study. Catholic schools are using learning organization principles, and shared vision has an impact on the success of a school. The second conclusion is that schools should work diligently to develop shared vision if they desire to improve student achievement.
