Show moreGrowth management grew as a concept and policy objective in the 1970s and 1980s. The interrelationships of the state and local governments changed when Florida developed growth policy and local government implemented the policy. Nine mandatory elements to be included in a local comprehensive plan and seven mandatory concurrency elements of the 1985 Florida Growth Management Act were expensive elements for local government to implement. As a result, the issue of funding the impacts of growth drove the growth management agenda, leaving the question of compliance. The question is: Did Florida local government comply with the transportation concurrency element of the Florida Growth Management Act? This dissertation analyzed five Florida counties and two Georgia counties to determine whether there was compliance with their respective state transportation policies. The study purposely looked at counties in different stages of growth to determine if the transportation requirements of the Florida Growth Management Act and the Georgia State Planning Act affected local budgets. Transportation is the most expensive element in local government budgets. Development orders would cease without the road capacity to carry the impact of proposed developments, making transportation the linchpin to state growth policies. A visual analysis and a multiple regression analysis were used to evaluate local government compliance with state transportation policy. A two-stage numerical evaluation was used for the visual analysis. The analysis looked for a slope change, a break in the trend, or both, after the impact of the intervention of the interrupted time series. A multiple regression analysis calculated the regression coefficient for a before and after dummy variable. The multiple regression removed the effects of population, interest rates, and road expenditure variables and isolated the effect of the dummy variable to determine local government compliance.

This data sample of 400 (faculty members from four public community college districts in south-central Florida) represented urban and non-urban community colleges, large and small campuses, east- and west-coast community colleges, and both full- and part-time faculty. The covariance matrix based on complete data for the sample (n = 400), along with information of the estimated reliabilities, were analyzed using EzPATH, the SYSTAT implementation of structured equations modeling. GFI criteria accompanied diagnostic output and are provided. The path coefficients of the primary model and their respective standard errors complied with accepted statistical methods in most cases. Also, the root mean square residual of the primary model was .0180. The p-value for the primary model was 0.4506 which was supported by a chi-square (χ2) divided by DOF equating to 1.00513. The determined AGFI and GFI indices were .9755 and .9897 respectively. Only the psychological attitudes of conflict, either conflicting standards of the organization or personal values with the organization, and role ambiguity, showed any direct influence by satisfaction and non-significant influence by commitment. Only the psychological attitudes of cognitive/affective attitude, intention to leave the organization, and job security showed any direct influence by commitment and non-significant influence by satisfaction. In this study, job satisfaction and commitment show a mutual causal relationship with each other (represented by the high mutual causation coefficient of 0.94556 SE = 0.02163). The primary model was modified to address both the path of satisfaction being a precedent of commitment (SAT --> COM) and commitment being a precedent of satisfaction (COM --> SAT). Neither of these two models demonstrated goodness of fit criteria as strong as the primary model. This dissertation has shown that by using carefully collected data, it is possible to construct structural equation models consisting entirely of psychological-social variables in a model as large as nine manifest endogenous variables.

Show moreMost of the debate within public budgeting has centered on whether the incremental or non-incremental approach is best. In a theoretical context, little attention has been paid to the actual execution of an entity's budget. Specific theoretical objectives must be met for execution to take place: the objectives have been arranged in different ways, yet the basic requirements have remained constant. The dissertation compared these established theoretical objectives with actual budget execution; it concentrated on whether actual budgeting practice met the requirements of budget execution as depicted in normative theory. The research question asked to what extent is practice consistent with theory. The reality of budget practice was determined through survey responses. The questions were based on the procedures required for carrying out the theoretical objectives of execution. Surveys were sent to budget practitioners within the two-county area in southeast Florida. These individuals are responsible for public sector budgeting within their various entities on a state, county, and local level. The survey asked for the respondents perceptions of actual practice as it related to budget execution within their entity. The individual responses were evaluated and analyzed. Factor Analysis was used to determine the loading of eleven specific objectives. The patterns created by the factor loading were explored; it established how the objectives were viewed and whether there was a monolithic approach to execution. The results of the factor loading suggested that, in practice, budget objectives are not recognized as a cohesive process. Theory failed to match actual budget execution. Established procedures found in theory are only partially recognized by those who practice budgeting. A chi-square analysis of the survey results were examined to establish internal validity of the survey instrument and determine whether the responses were influenced by the independent variables. The results of the chi-square failed to note any influence on the responses.
