The projections of costs and revenues were made for both the present level of development and for the area at full development. The conclusion of the study is that should annexation occur, revenues from the Reserve Area would equal or exceed the costs of providing municipal services at both levels of development. Early annexation would result in increased revenues from construction related permits and fees.
