The history of the development of the party newspapers is reviewed in the first chapter. The goal of the research was to attempt to discover the uses and goals of state political party newspapers. Show moreThe history of the development of the party newspapers is reviewed in the first chapter. The goal of the research was to attempt to discover the uses and goals of state political party newspapers. Five propositions were proposed which would accomplish this aim. The first proposition was to discover the extent to which the state party paper is used to extend the publicity of the state chairman. The second proposition was to discover to what extent the party newspaper is used as a tool in finance and fund-raising appeals. The third proposition attempted to reveal to what extent the state paper is used to extend the publicity of the incumbent governor. Proposition IV sought to ascertain whether or not a party not holding the governor's office openly criticized the state opposition party, while the incumbent party merely spoke of its own accomplishments while neglecting the opposition. The fifth, and final, proposition attempted to ascertain whether less populous state Republican party papers were more apt to relate themselves to the national Republican party and administration. The research method of content analysis was discussed and the methodology used in this study was explained. The scores for nine content categories were compiled and the findings from a one-issue analysis of sixty-two papers confirmed Propositions I-IV. The fifth proposition was disproven. A time analysis of six selected papers was performed and these findings confirmed the findings of the one-issue analysis. Furthermore, this analysis proved the existence of patterns of column-inch space allocations in a state party newspaper.

The case of Boca Raton, Florida, illustrates many of the key legal, environmental and intergovernmental issues emerging in the growth management policies of other communities. In a 1972 amendment to the city charter, the voters of Boca Raton placed an absolute limit on population and housing by a 40,000 -unit "cap" on development. The Growth Cap illustrates the expansion of an issue which began with a small group of concerned citizens who wanted to preserve the city's "low-density" character....

In a 1972 amendment to the city charter, the voters of Boca Raton placed an absolute limit on population and housing by a 40,000 -unit "cap" on development. The Growth Cap illustrates the expansion of an issue which began with a small group of concerned citizens who wanted to preserve the city's "low-density" character. The controversy opened up multi-agendas which developed in stages. Multiple access points were available to the proponents (environmentalists and home owners) and opponents (developers and real estate interests) of the Cap. Due to both the pluralistic nature of the political system and the nature of the Growth Cap, the issue was expanded beyond the city policy agenda and came to the county and the courts.

In order to measure U.S. reaction to Israel, this study conducted a content analysis on U.S. statements published in the New York Times following four Israeli military initiatives: the 1967 Six-Day War, the 1976 Raid on Entebbe, the 1981 Raid on Osirak, and the 2006 Lebanon War. The research reveals that the U.S. reacts more positively to Israeli reactive than to anticipatory and preemptive self-defensive actions.

Show moreThe effects that Women's political participation in the Middle East has on political parties and regimes have been investigated by the political science community. However, how women's political participation and changing societal roles affect women's lives has not received adequate attention. This is a comparative historical analysis that investigates how women's societal roles and political participation in Iraq changed from 1968 to the present. It examines how factors such as social conservatism, party ideology, war, sanctions, religion, and international pressure during different periods in Iraq's modern history influenced changes in Iraqi women's roles and participation over time. These changes in societal roles and political participation are used to analyze the restrictions and expansions in Iraqi women's civil rights in areas such as family, work and mobility, political and cultural expression, health and sexual control, and education.

Show moreThere are many theories in the field of international relations that relate the level of aggression in the international system to the distribution of power among nations. Unfortunately, most such propositions are difficult to validate or refute in the real world for which they were formulated. For this reason an experiment was devised which attempted to east two such conflicting positions, "balance of power", and "preponderance of power", into testable form. The experimental paradigm employed was a modified version of the two person mixed-motive game developed at the Systems Analysis Corporation, Santa Monica, California. Fifty-four subjects participa ted in the experiment. Twenty-seven subjects were placed into each of three treatment conditions: "balance of power": "moderate-inequality of power"; and "preponderant-inequality of power". In the "balance of power" condition all subjects were allotted twenty shocks. In the "moderate- inequality of power condition" one subject received twenty- five shocks while his dyadic partner received fifteen shocks. In the "preponderant-inequality of power" one subject received thirty shocks while his dyadic partner received ten shocks. All subjects played a total of fifteen games. A count was made of each subjects responses on eight game-play variables which were viewed as indices of cooperative or aggressive behavior. Additional data were also gathered with respect to each subjects sex, academic aptttude and attitudinal attributes. The purpose of the additional data was to identify variables, other than the treatment condition, affecting game behavior. Thus, facilitating future experimentation. The results of this research indicate that balanced situations tend to produce more cooperative non-aggressive behavior, while imbalances of power tend to generate less cooperative and more aggressive behavi.or. In addition, a balanced situation, when compared to the imbalanced situations, was found to increase the likelihood of participants never employing shock capabilities. Both this experiment and a pilot experiment found de-escalation cycles diffficult to instigate and unlikely to develop from natural causes. Finally, attitudinal, sex, and SCAT data did not appear to be meaningful factors in explaining game play. However, post-experiment sample data indiciated these factors must receive continued attention in future research.

Show moreThe purpose of this research is to investigate the concepts of representation and the public interest. The specific focus is on the Chairmen of the Federal Communications Commission from 1934 to the present. The basic proposition states that when the Chairman was favorable to the broadcast industry, he would espouse a Self- Regulatory philosophy in which government regulation of the industry was at a minimum. Two types of data were used: socioeconomic data and the Chairmen's statements concerning the public interest. The Chairmen ' s perceptions of the public interest were categorized in terms of their philosophical orientations and the extent of government control they deemed necessary to implement their philosophies . The two types of data were studied in order to obtain a profile of the Chairmen and to examine their perceptions of the public interest as they related to their socio- economic data. The study concluded that the Chairmen's legal training (82 per cent are lawyers) accounted for an attitude of medition and conciliation which carried over into the way they represented the public interest. While most Chairmen espouse a Self-Regulatory philosophy, the more recent Chairmen perceive the need for a stronger government with positive rule-making powers to regulate industry.

This contract, its history and the controversial debates it generated, exemplifies the historical dependency upon Western superpowers in which Colombia has found itself since the Spanish Conquest. It is a model for the study of neo-colonialist imperialism, since it can be analyzed both, in terms of how Colombia, under its current economic order, is dependent upon u.s. business interests, and also in terms of how the political system of Colombia is structured around the maintenance of imperialism, especially because this state of affairs is vital in maintaining the ruling class in power. Analyzing the Cerrejon contract from this perspective leaves little doubt that Colombia must employ radical measures to shake off its dependency upon the United States.

In an effort to combat the different subversive elements within its borders, the Government of Colombia developed an interagency counterinsurgency strategy that takes a whole-of-government approach. This approach takes many governmental functions and institutions and places them under one counterinsurgency "umbrella". The cornerstone of this interagency model is strong civil-military cooperation. What this research project seeks to accomplish is to first apply the Concordance Theory of Civil-Military Relations to Colombia's unique civil-military relationship. Secondly, this research project seeks to understand how the Colombian interagency counterinsurgency model has balanced the country's security and socio-political development and sustainability. Specifically, this research project attempts to answer the question of how this interagency model of counterinsurgency influences socio-political and security sustainability since the implementation of Plan Colombia. The methodology for this research project will include a combination of primary source reviews, comparative case study examination and simple trend analysis of significant security and socio-political variables. This methodological approach will best describe the unique political, military and social dynamics taking place within Colombia. This analysis of Colombia's interagency counterinsurgency strategy is relevant not only to Colombia but to many other countries facing similar challenges in Latin America and around the world. The applicability of this model to other insurgency scenarios will also be briefly examined.

The findings of this study suggest that urbanization, modernization and reforms of the internal structure of county governments have not had a significant effect on the perceived policy roles or intergovernmental relations of county commissioners or on their perceived cohesiveness in voting on county issues.

Show moreThe Internet has revolutionized the way in which people are entertained, communicate and collect information. As people increase their ability to connect with the outside world from inside their homes, they hold the power to become their own gatekeepers filtering information as they see fit. Many question whether this will weaken the power of the traditional media sources that are often seen as elitist and potentially biased. This researcher hypothesized that people who cite high credibility ratings of news media channels are more likely to use traditional media channels such as television and newspapers and people who cite low credibility ratings of news media channels are more likely to use alternate media channels such as the Internet. While the researcher was unable to reject the null hypothesis, a pattern of general mistrust of traditional news media was revealed when nearly three-fourths of respondents gave traditional media channels a "not-credible" rating.

Show moreDemocratic forms of government are either consolidating democratic institutions or unraveling into authoritarianism in the former Soviet Union. Among the possible causes of each success or failure to consolidate democracy is the character of civil society and its cultural proximity to long-standing, modern state-based, consolidated democracies of the West. What impact does Western or Westernized media have upon the indigenous civil societies of Eastern Europe, and is this impact sufficient to consolidate democracy among the states of the former Soviet Union? As case studies, Eastern Europe contains two states, Estonia and Russia, where democracy has either succeeded or failed alongside the presence of exogenous cultural influence in the form of Western or Westernized television broadcast media. To what extent does the presence of Western broadcast media and associated cultural memes predict the iv consolidation of democratic political values, and how ought any impact of these memes be interpreted in the light of modernity, Eurocentricity and cultural hegemony? To account for the impact of exogenous cultural influence, foreign policy prescriptions that encourage the growth of indigenous, mimetic, democratic civic culture would appear to be an effective means of supporting democracy in the emerging democracies of Eastern Europe.

Show morePolitical scientists have attempted to determine why legislators vote as they do on proposed legislation. An integral part of this research is how selected demographic characteristics influence legislators on roll-call votes. Party, region, and senators' service on the Foreign Relations Committee are found here to be related to senators' votes on foreign aid legislation, the issue perhaps most representative of voting on foreign policy in general. While these relationships are significant in several sessions of the Congresses studied here, none of them remain statistically significant throughout the eight sessions of the four Congresses studied. Even where significant relationships have been hypothesized here on the basis of past research findings, findings from the present study do not altogether support earlier findings. In particular, service on the Foreign Relations Committee ceases to be a significant determinant in later sessions and representing Eastern states is the strongest regional determinant.

This study analyzes the case studies of the U.S-led sanctions against Iraq (1990-2003), North Korea (1993-present), and Libya (1972-2006).

Previous to the 1974 budget reform, Congress had altered the budgetary process significantly in 1921, giving extensive responsibility in budget preparation to the President and his staff. While during the succeeding years the Executive branch had utilized new management tools and techniques in budget preparation, the same could not be said for t.he legislative branch in budget evaluation. Two attempts at reform, in 1946 and also in 1950, failed and criticism continued. After a confrontation with President Nixon in the early 1970's Congress moved to create the Congressional Budget and Impoundment Control Act of 1974.

The major purpose was to investigate the effects of two different ratios of shock on escalation-de-escalation ancl other aspects of aggressive-cooperative behavior. In one condition (inequality) one player began game play with 6 shocks, the other player began with 18 shocks. In the other condition (equality) both players began game play with 13 shocks apiece. Players were allowed to purchase additional shocks or surrender any number of shocks. Forty-nine game play variables were generated, representing indices of aggressive or cooperative behavior. The relationships of these variables to additional independent variables such as game plan, grade point average, and attitudinal scores were also examined. The findings of this experiment indicate that the balanced (equality) conditions tend to generate more purchasing behavior and a higher overall level of aggression. The unbalanced (inequality) condition however, generated more extreme forms of behavior. Those with 18 shocks were generally more aggressive than all other players, and those with 6 shocks (inequality) were generally more cooperative than all other players. These findings conflicted with the results of the previous Tindell-Vincent game, but it seems that the addition of the purchasing option radically altered the effects of treatment condition. Sex was found to be a good predictor of game behavior. females were generally more cooperative and less active than males. Game plan and, to a lesser extent, attitude scores had predictive value for several responses, but grade point average, as expected, was a poor predictor of game behavior.

The purposes of the thesis are threefold: (1) to explore the influence of inequitable revenue allocations and unequal distribution of political power among ethnic groups of Pakistan; (2) to assess the influence of elites on the political development of that polyethnic society; and (3) to identify the alternatives open to elites in dealing with the problem of political integration raised by Pathan regionalism in Pakistan. Literature dealing with the elite approach to such problems and the outcomes of such approaches are examined. Elite attitudes and structures of their approaches to similar conflicts in other developing societies were related to problems of political integration in Pakistan. Drawing on this discussion the conclusion outlines certain alternative options and their probable outcome for the task of national integration in Pakistan.

Performance capacity was operationalized by the following objective measures for pre-riot "normal" times: quality of manpower potential, municipal governmental structure, confrontation potential, and potential resources of the community. Additional independent variables were the city's total population and socio-economic measures of absolute and relative deprivation. Although the results were not conclusive, only a community's confrontation potential, potential resources , and total population size were found to significantly contribute to an explanation of a community's riot potential.
