- The purpose of this study was to compare the amount of agreement existing between elementary teachers, secondary teachers, school-based administrators, and county-based administrators in St. Lucie County, Florida, concerning effective teaching behaviors. The method of investigation utilized in this study was the Q-methodology, a method of ranking attitudes or judgments, particularly effective when the number of items to be ranked is large and the sample population is small. The Q-sort items developed for this study were administered to eighty-seven elementary teachers, secondary teachers, school-based administrators, and county-based administrators in St. Lucie County, Florida. Factor analysis of the data gathered by the Q-sort instrument provided four significant factors, or types, of people. In this study they were identified as "instructional designers," "process specialists," "motivators," and "behavioral managers." Teachers had important differences in attitude when compared to administrators, to school-based administrators, and to county-based administrators. Elementary teachers differed in attitude from county-based administrators. Secondary teachers differed in attitude from school-based administrators and from county-based administrators. Elementary teachers and secondary teachers had similar attitudes; and elementary teachers and school-based administrators had similar attitudes concerning effective teaching behaviors.
