The wide deployment of MPEG-2 video for digital video applications today and the expected use of the recently standardized H.264 video create a strong need for video transcoding between these formats. One of the key problems in video transcoding is complexity reduction. In this paper we present tools to enable low complexity transcoding of MPEG-2 video to the H.264 format. The proposed transcoding approach uses the MPEG-2 DCT coefficients to estimate the direction and derives the H.264 prediction modes based on this estimates. The accuracy of this mode estimation can be improve d if DCT coefficients of the 16x16 and 4x4 blocks are available. The orthonormal and separable properties of the DCT transform matrix are used to develop the DCT block combination and splitting tools. The proposed tools have low computational complexity and reduce the overall transcoding complexity substantially.
