Summary:
This thesis is an application of the current economic theory of Julius Margolis and Walter Hirsch on the supply and demand for public goods and services. It is shown that the demand for public services has a negative slope and that conscious cutbacks in services result in an upward shift and movement to the left along a new supply curve, thereby increasing the unit cost of the service or good. Next, it is argued that forecasting municipal expenditures based on a small sample can yield meaningful results if care is exercised in adjusting and compiling the data base. It is concluded that there exists a significant level of explanatory power to the small body of current economic literature within this field.
