This thesis attempts to explain the steps by which the growth of financial control and responsibility took place in the House of Commons during the reign of William III. Special attention is given to the theoretical and practical considerations taken which resulted in this development. Notice also is given to the relationship between William III and his Parliaments which throws light on the advance of fiscal responsibility in the House of Commons.
