- This is a survey designed to describe some of the characteristics of the waiting lists for the State of Florida's institutions for the retarded (Sunland Training Centers and Hospitals), in the belief that it would propose and partially demonstrate that some of the characteristics now accepted are not valid. Open to particular challenge on soundness are the numbers on the lists, the categories of urgency and the appropriateness of the applicants' qualifications. The Division of Mental Retardation of the State of Florida should then be able to substitute new characteristics as part of the facts vital to program planning. Inappropriateness was the theme of the conclusions: too many children on application lists for the wrong reasons.
