Show moreResearch has shown that most school leaders lack the knowledge necessary to deal with the many different aspects and issues that special education programs encompass. This lack of knowledge ultimately places special education teachers, programs, and students with disabilities at a clear disadvantage. With The No Child Left Behind Act (NCLB) of 2001 and the reauthorization of The Individuals with Disabilities Education Improvement Act (IDEA) in 2004, schools and school leaders are being held accountable for the learning gains of all students, including students with disabilities. This study sought to assess the knowledge of Florida school principals in the area of special education policies and procedures through survey administration. In addition, the survey was designed to establish the method by which school principals purport to have learned the majority of special education policies and procedures. Social justice as defined by Adams, Bell, and Griffin (1997) and ethical reasoning in educational leadership, developed and defined by Shapiro and Stefkovich (2005) were chosen as the conceptual framework with which to guide the design and analysis of the study. These underlying sets of ideas were used to help recognize the many inequalities that have hindered education for a variety of students, including those with disabilities (Lashley, 2007). FIndings of this study demonstrate the level of knowledge practicing administrators in Florida possess, the methods by which they acquired that knowledge, and the dire need for this knowledge under new state mandated reform initiatives.

The amendment, known as Save Our Homes, has created a horizontal equity problem as neighboring homeowners may be paying substantially different amounts of property taxes on similar properties. In light of the recent property tax reform attempts, it is appropriate to analyze the effect of a change in Florida's homestead exemption and Save Our Homes provision in order to eliminate the inequity problem. In this paper I will show that by replacing the homestead exemption and Save Our Homes Cap with a property tax levy limit and adjusting the millage accordingly there exists the potential to alleviate the horizontal inequities associated with Florida's property tax system.

This study aims to perform an analysis using a GIS database of Palm Beach County's Eastern urban areas to determine additional vegetation that currently exists on public lands and private preserves and to analyze and classify the vegetation for its potential conservation role, either as ; preserves, buffers, corridors or clusters connecting and enhancing existing natural areas.

Show moreThe face of North America's public education system is changing. Across the United States, hundreds of thousands of students have migrated away from traditional public school into charter schools. While both are considered public schools, often that is where the similarity ends. Claims and counter claims have been made about the virtues and advantages of a charter school versus the traditional public school. This study, focused on the nation's sixth-largest school system in Broward County, Florida, compares comments from stakeholders involved in charter programs to feedback from those still involved in the traditional public system. Three hypotheses are evaluated including: whether traditional schools are not adequately serving the needs of students; whether charter schools are better at serving student needs; or people believe that charter schools are doing a better job at serving the needs of students. Evidence suggests that while each model of education has its advantages and disadvantages, neither clearly provides a ""better" opportunity for students. Conclusions are that consumer perceptions are driving the shift in enrollment. This is attributed to the narrative about "choice" created by charter school advocates that aligns with American ideologies of liberty, freedom and independence. Ultimately, it is argued that the deconstruction of the traditional public education system is part of a larger effort to shift selected rights and privileges out of the public sphere and back into private control. For traditional public schools to regain momentum, they must learn to control the narrative and ultimately public policy and public opinion about our nation's public schools.

The South Florida subpopulation consists of females nesting on the southeastern and southwestern coasts of Florida and their offspring. Previous research shows that west coast hatchlings exhibit higher levels of nocturnal swimming during the postfrenzy period than east coast hatchlings. This study attempted to determine how these differences in migratory behavior develop. A reciprocal translocation experiment was conducted to distinguish between environmental and genetic factors. No consistent differences in hatchling swimming behavior were seen based on geography. Movement of nests resulted in lower levels of nocturnal swimming behavior in hatchlings compared to hatchlings that emerged from natural nests, suggesting that the relocation of nests may not provide a natural incubation environment for developing hatchlings.

Show moreThis study detected and explored the existence of two proposed school cultures, the use of leader actions by principals, and the relationships between them, of a sample of 42 public schools in Southeast Florida. A quantitative non-experimental design was used, guided by eight research questions. One instrument, the BSJQ, was created for the purposes of detecting school normative cultures and another, the SLQ, was refined and used to detect principal leader actions. The existence of Business and Social Justice cultures was confirmed, and three latent cultures of Standards Performance, Democratic Community and Equity Curriculum were discovered. Of the schools participating, 74% had at least one of these cultures. The use of four leader actions was measured and statistically associated with different detected cultures. Managing/Transforming and Bridging actions were associated with all, Bonding was associated with all except the Equity Curriculum culture, and Bartering was associated only with the Business/Standards Performance culture. The schools' context had limited impact on the relationship between actions and culture., Only higher student poverty increased the principal's use of Managing/Transforming actions in schools with a Democratic Community culture. Four principal demographics - years as principal, years at the school, undergraduate major, and level of graduate study - had a actions and school culture. The study reinforces Pisapia's (2009) theory of strategic leadership, develops new instrumentation to measure cultures associated with social justice and accountability, and provides guidance to principals and those who educate them on leader actions associated with desired school cultures.

In many communities, including those in South Florida, outdoor water use, which includes lawn irrigation, is not metered separately from indoor water use and is indistinguishable from indoor water usage. A large number of residents use self supply non-potable wells for lawn irrigation that are not regulated by the South Florida Water Management District. The result is that residential lawn water use is difficult to account for and quantify. This thesis project addressed these difficulties by combining semistructured interviews, daily watering observations and irrigation system audits to ascertain how much public supply water and self supply (well) water was being used for residential lawn irrigation. The study also examined lawn watering practices and how factors such as: precipitation, the minimum plant needs of St. Augstinegrass, and how local watering restrictions influenced watering behavior.

Show moreThis study examined the relationship between selected student and institutional characteristics and the retention rates of first-time, degree seeking, full-time and parttime, freshman student cohorts in public community colleges in Florida. Based on data obtained from the Integrated Post-Secondary Data System on selected student and institutional variables for three years beginning fall 2005, 2006 and 2007, retention rates were analyzed for the years beginning fall 2006, 2007 and 2008 respectively. This quantitative non-experimental descriptive study relied on multiple regression to analyze aggregated data on eight predictor variables to determine their impact student retention rates. A moderating variable (institutional size) was used to determine its influence on the relationship between the predictor variables and the criterion variable. The results suggest that gender and age were positively related to student retention rate at the parttime level, academic support expenses were negatively related to student retention rates at the part-time and full-time levels, and institutional size moderated the relationship between certain predictor variables and retention rates at small institutions.

Throughout their range endangered Wood Storks (Mycteria americana) have been reported to forage in ditches, a disparate category of linear man-made waterways. In a 52-kmP 2 P study area on the east coast of central Florida, the characteristics of hydrologically diverse ditches were quantified, and their use by Wood Storks documented during their non-breeding season. Logistic regression analyses were carried out using the ditch characteristics as independent variables and Wood Stork presence/absence as the dependent variable. This study confirms the use of these marginal wetlands, and identifies the significance of emergent vegetation on the foraging habitat selection of Wood Storks in the dry season.

Primary parameters incorporated into the model included floodplain hydrology, seed characteristics of buoyancy and dispersal rates, and species flood tolerance. S²rensen's similarity index, comparing spatial agreement among model output and observed community data, resulted in values of BLM-BB = 0.10, BLM = 0.07, WS = 0.21, and WP = 0.36. The significant discrepancies between modeled and observed community spatial coverage indicated a need for incorporation of more stochastic variables of climatic disturbances, nutrient availability, and soil characteristics. More research on species flood tolerance across smaller spatial scales is also needed, and base data incorporated into the model should also be reliable and consistent if accuracy is to be achieved.

Additional statistical analysis was performed to determine which industries within each MSA explain the greatest amount of variance in the night light data. Industrial variables exhibited strong multi-collinearity. It is therefore impossible to determine which industries explain the greatest variance in the night light image data.

Show moreThe Gull-billed Tern is a globally distributed species. Distribution in the United States is limited, however, with the majority of breeding birds being found in Texas. The remainder can be found scattered throughout the southeastern states. Florida has a mere 1.6% of the breeding birds in the U.S. This study has accumulated all breeding records of the Gull-billed Tern in Florida since 1973, and distribution trends were analyzed. Since 1973 the population of these birds has fluctuated widely and experienced an alarming decline of about "95% between 1975 and 1999" (Smith, in press.). I determined that the current status of this bird in Florida mandates that further conservation efforts occur rapidly in order to protect its diminishing population. This study examines those conservation measures already in place, and those pending, such as my petition to list this species as "threatened" under the endangered species provisions of the Florida Wildlife Code (Chap. 39 F.A.C.).

This study aimed to reveal the symbiosis between AM fungi and sawgrass and cattail and identify the phosphate transporters, especially AM-specific phosphate transporters in these two species. AM colonization was only found in sawgrass roots, not cattail, at low phosphate concentrations in lab and field samples by trypan blue staining. AM fungi could increase sawgrass growth and had little effect on cattail growth. Four phosphate transporters were identified in sawgrass. CjPT1, CjPT2 and CjPT3 were expressed in roots and shoots independent of AM fungi and phosphate availability, while CjPT4 appeared to be an AM regulated phosphate transporter gene and its expression was induced by AM fungi.

Show moreThis mixed methods study investigated 5th-grade teachers' reported use of computer technology and variables that have been identified by researchers as affecting teachers' use of technology, including professional development activities, physical access to computer technology, and technical and instructional support provided for teachers. Quantitative data were collected from 80 5th-grade teachers from a Florida public school district through an online survey in which teachers reported how frequently they used and had their students use computer technology for 27 different purposes. The teachers also reported the amount of emphasis those 27 different topics received during their technology-related professional development experiences, the number of hours they participated in technology-related professional development, the number of months they participating in a technology coaching/mentoring program, the access their students had to computers in the classroom and in a one-to-one co mputing environment, and the frequency that they received technical and instructional support. Information from the school district's technology plan provided a context for the study. Qualitative data were collected through interviews with seven of the survey participants. The findings indicated that for 18 different purposes of technology, there was a significant correlation between how frequently teachers used and had their students use technology and the teacher-reported emphasis those topics received during technology related professional development. Self-reported frequency of support, student-to-computer ratio in the classroom, hours of professional development, and months of mentoring did not moderate the relationship between frequency of technology use and the content of professional development., The relationship between having students use technology to work cooperatively or collaboratively and the reported emphasis that topic received in professional development strengthened if teachers reported that their students had access to a one-to-one computing environment. An additional finding was that the teachers' reported frequency of use of technology and reported emphasis of content of technology-related professional development leaned toward direct instruction and test preparation and leaned less toward innovative uses of technology. Implications and suggestions for future research are offered for technology integration and professional development for teachers at the elementary school level.
