Show moreAn assessment of the knowledge and the behaviors associated with sustainable development was conducted to determine the effect of adult education on sustainable development in Jamaica. The discourse for leadership commitment and governance, as well as continuous learning has its tenets in the discovery that the programs do not significantly address sustainable development (SD). While knowledge was significantly addressed, the programs failed to motivate useful action. The study has provided an explanation of the barriers, costs, and limits to sustainability so that program planners can devise transfer of learning strategies that foster adaptation and mitigation. The investigation involved 35 adult educators and 84 trainees from four programs of the premier adult and continuing learning facility in Jamaica. Both groups agreed that the programs addressed the knowledge, but not the behaviors associated with SD, despite the fact that all three dimensions of SD were addressed in an almost equitable manner. The requirements for achieving SD were met by 7% of the respondents, while the percentage of respondents that achieved environmental sustainability, economic sustainability, and social responsibility was 15%, 16%, and 13%, respectively. The six measures correlated highly with the SD variable and were significant. However, there were no significant differences across the groups. Instructors and trainees agreed that knowing about the concerns of SD had not changed their thinking and behavior. On average, the principles of sustainability were not applied. Although hospitality programs were more effective than agriculture, construction and automotive programs in addressing the content on environmental sustainability, no program paid attention to transfer of learning. Cronbach's alpha for the survey instrument was .973., Although instructors were applauded for identifying SD concerns with learners, the sample mean was 38.84% with a standard deviation of 12.24. In all three dimensions, the mean for knowledge exceeded 50%, but fell below 25% for behavioral outcomes. These results are not generalizable. They have implications for instructional leadership and for curriculum design and development across the Caribbean. Additional assessments of higher-level adult learners in the select facility and in other specialized training programs are needed for the validation of these findings.

Show moreThis study aims to identify [or create] equitable accountability systems that can be used to drive sustainable school improvement. In this context, equitable accountability is defined as a measure more of the school’s impact on student achievement and less a measure of the socio-economic status of the students enrolled in the school. To do this, the study begins with a review of the history and current state of school accountability policies in the US and its relation to the concepts of school improvement, between accountability and student achievement, a review of accountability policy in each state and the possible future model of accountability policy. This study uses both qualitative and quantitative methods with a policy analysis informing state correlational comparisons, which in turn informed the models to be applied to the Florida data to identify how they perform (correlate), culminating in the development of a new school accountability model. The policy analysis revealed current school accountability in all 50 states and the District of Columbia as well as the relationship between socio-economic status and school accountability in each where data were available. Five of these state models were shown to be significantly less related to socio-economic status than Florida. However, only two of these models performed similarly when applied to Florida data. Finally, a model was proposed that included aspects from these states and available literature that performed similarly to these two states. This study represents an important first step in a larger policy discussion of how to hold schools accountable for their impact on students and not a measure of the demographics of the students they are serving.

The anticipated result of the implementation of this bill was to better prepare middle school students for high school and thereby increase high school student performance and decrease the dropout rate. However, in increasing the promotion standards for middle grade students, interpretation and implementation have created additional barriers to grade level advancement. As a result, the possibility now exists for more students and especially those already at-risk of failure will be subject to higher retention rates. This may place them further at-risk of poor academic performance and of potentially dropping out of school, an opposite effect of the intent of the bill. This study was designed to evaluate the impact of the revised policies on middle school students.

Show moreThis study was designed to determine the relationship between Florida School Recognition Program (FSRP) participation and adequate yearly progress (AYP) criteria met during school years 2004-2008. It also intended to discover whether schools' socioeconomic status, minority rates, and levels moderated this relationship as well as a difference in average AYP criteria met for schools that maintained FSRP participation and those that do not. The study further sought to determine whether these school characteristics and schools' grades predicted maintenance of participation in the FSRP. A quantitative method, including three statistical analyses, was employed to respond to 6 research questions and test 14 corresponding null hypotheses. Three thousand and seventy-seven schools were identified for data collection and analysis. Six independent variables were defined as school level, average socioeconomic status, average minority rate, average percentage of AYP criteria, aggregate number of years 100% of AYP criteria was met, and average school grade. One dependent variable was defined as aggregate years of FSRP participation. The study found that there was a relationship between participation in the FSRP and AYP criteria met, and school level, socioeconomic status, and minority rate moderated this relationship. While school level and minority rate moderated a difference in average percentage of AYP criteria met in schools that maintained participation in the program and those that did not, socioeconomic status did not. Moreover, all independent variables served as predictors for maintenance of participation in the FSRP. The study found that schools' demographic characteristics influence student achievement and participation in incentive pay programs., Six implications for future research were identified to further explore the FSRP and AYP relationship, the unintended consequences of the No Child Left Behind (NCLB) Act, the appropriateness of incentive pay education, the distribution of FSRP award dollars in schools, and student achievement by school level. Recommendations were to add an AYP criterion to the FSRP, assess the effectiveness of inducement policies in education, and add a provision for program evaluation to the FSRP statute.

This was done using two research methods, document and content analysis, on such documents as presidential speeches and writings, speeches and writings of the Secretary of Education, biographies and autobiographies, editorials from three major newspapers, writings from people working closely with the Presidents, writing of political analysts, and writing of Senate and House majority leadership. The study found the education agendas of the four presidents, and those education items that were passed by Congress. The study also found that Reagan, George H.W. Bush, and Clinton were found to be Charismatic Leaders, while George W. Bush was not. A conclusion was made with this data that there were no connection between Charismatic Leadership Theory and the passage of presidential education agendas.

Show moreThe purpose of this study was to ascertain insightful knowledge through the analysis of teacher pay across two similar K-12 public school districts that reflect the current evaluation methodology being utilized within the State of Florida. The two districts were selected because they are among the largest public school districts in the nation (Florida Department of Education [FLDOE], 2021a), have comparable student demographics and utilize contrasting weighted merit pay salary schedule profiles and algorithms which could provide insights into the relationship between accountability and merit-based pay. The Florida Standards Assessment (FSA) student assessments in (English [R%H] and Mathematics [M%H]) as well as the District School Grades (DSGs) were analyzed. The DSGs were commensurate with an approximation to the Value-Added Model (VAM) and Learning Growth Model (LGM) scores. Since the FLDOE does not release individual K-12 public school teacher VAM and LGM scores, the DSGs were the most appropriate comparative score to utilize when comparing these two districts. These are the primary variables utilized by the Florida K-12 Public School Accountability Programs that directly impact merit pay salary schedule placement. Quantitative methods employed statistical tests and analyses that included Independent Samples t-tests, Intercorrelation Matrices, Independent Correlation Contrasts, and Overlapping Dependent Correlation Contrasts between correlations that were calculated in the two K-12 public school districts. The study found that the input variables (R%H, M%H, and DSGs) had no statistically significant differences of the means between districts tested. Each input variable was commensurate over the 7-year study. Yet, there were statistically significant differences of the percentage mean in the output variables in regard to the percentage of K-12 public school teachers rated Highly Effective and Effective between both districts. The study also determined that the remaining input variable of the teacher classroom observation Instructional Practice (IP) score was significantly related to an educator’s placement on annual merit pay-for-performance salary schedules. Both districts utilized the assessment tool iObservation ®. The results of all of the statistical analyses served to call into question the accuracy, legitimacy, and the efficacy of the methodology utilized to incentivize, compensate, and produce more Highly Effective educators.
