Show moreThe complex problems of the twenty-first century cannot be effectively addressed with twentieth century top-down bureaucratic governance alone because of limited stakeholder participation in collective decision making and/or implementation. The somewhat limited stakeholder participation in the policy process, especially, that of target populations, can impact generating viable solutions to complex problems. Collaborative governance has emerged as a promising alternative to traditional management in addressing contemporary complex problems. Collaborative governance is thus a type of governance that promotes joint participation of state and non-state stakeholders in decision making and/or implementation by using agreed upon processes of engagement to collectively address problems. Such governance is especially beneficial for addressing the challenges posed by the human immunodeficiency virus (HIV) and acquired immunodeficiency syndrome (AIDS). This dissertation uses the collaborative governance concept to explicate the efforts of HIV Health Services Planning Councils in Broward County and Palm Beach County of South Florida with the purpose of accentuating how collaborative governance works in providing various categories of services to meet the needs of people with AIDS (PWAs), as part of the implementation of the Ryan White CARE Act. The study focuses on critical variables of collaborative governance such as facilitative leadership and institutional design, the collaborative process variables such as trust building, commitment to the process and shared understanding, and outputs such as allocation priorities of the Councils. This study employed mixed methods in collecting data from various relevant sources., The combined findings from surveys, interviews, observations and document reviews were essential to knowledge and understanding of collaborative governance of the respective Councils. The results revealed more similarities than differences between the Councils in their efforts towards addressing the HIV/AIDS problem. The Councils are similar in all variables of collaborative governance with few exceptions relative to facilitative leadership and institutional design. The differences were relative to membership, number of committees, amount allocated for various service categories and number of clients served. Furthermore, the Councils were slightly different in reaching consensus on subjects of deliberation. On the average, Palm Beach County's Council make decisions by consensus relatively easily when compared with the Broward County's Council. Nonetheless, both Councils are consensus-oriented and strive to make decision by consensus as evidenced by unanimous votes or simple majority votes on various subjects of deliberation. In addition, representation and participation of target populations in collaborative governance have contributed to the empowerment of those target populations. The study contributes to the literature by developing a conceptual model for HIV/AIDS collaborative governance for producing outputs to help meet needs of target populations. Also, the study contributes to collaborative governance theorizing by drawing a nexus between variables of collaborative governance and by complementing the existing non-linear perspective of collaborative process for collective problem solving. Collaborative governance involving state and non-state stakeholders thereby enhances efforts of public managers by harnessing resources to effectively manage and/or address complex problems for the benefit of society.

Nests moved within 12h to the native sand had a significantly larger proportion of pipped hatchlings. Nests moved mid-incubation had a significantly lower proportion of hatched eggs as well as emergent hatchlings. The stage in which embryonic development was arrested corresponded to the stage the embryos were in during the time of movement; indicating movement was the cause of death. When comparing nests moved within the initial 2.5 weeks of development to those moved after 2.5 weeks of development, there was no significant difference in hatching success.

It is the goal of national policy, endorsed by Congress, to ensure equality of opportunity, full participation, independent living, and economic self-sufficiency for individuals with disabilities. With the enactment of IDEA, it ensures that all children, who participate in special education programs, have equal access to education. However, since IDEA's inception, a disproportionate number of African Americans children have been placed, or rather, misplaced in special education programs. African American students are three times more likely than Whites to be placed into categories as needing services in special education programs, making them subject to less demanding schoolwork, to more restrictive classrooms, and to isolation from their peers. For the purpose of this study, the goals were (a) to determine if there is disproportional representation of Black students and male students in the three categories of Educable Mentally Handicapped, Emotionally Handicapped, and Specific Learning Disabled and (b) to address whether the factors school districts' socioeconomic status, minority rate, and racial composition of instructional and administrative staff predict the representation of Black students and male students who participate in special education programs. A quantitative method, including the three disproportionality calculation methods of Composition Index (CI), Risk Index (RI), and Odds Ratio (OR), was employed to respond to the six research questions and test six corresponding null hypotheses. Sixty-seven school districts in the State of Florida were identified for data collection and analysis., The enrollment data for the calculations covered AY 2005- 2009. Critical Race Theory (CRT) served as the lens through which to analyze the findings and discus the implications therein. It is clear that the problem of disproportionate representation is complex and the resolution to the problem is not an easy one. This study found that there was a relationship between the representation of Black students and male students in special education programs and the predictor variables. Statistical analyses revealed that socioeconomic status of the school district, minority rate, and racial composition of instructional and administrative staff predicted the disproportional representation. Critical Race Theory, which served as a methodological framework was employed to help in examining and challenging the manner in which race and racism clearly impacts practices and procedures in the special education referral process. CRT utilized the social construction of race and the role it plays in the education policies that affect minorities. As with any intellectual movement, CRT builds its scholarship upon certain theoretical pillars. The basic tenets of CR T include ordinariness, interest convergence, social construction, differential racialization, and legal story telling. For the purpose of this research, only the tenets of ordinariness, interest convergence, social construction, and differential racialization were examined in the context of disproportionate representation of black students and male students in special education.

In addition to building a more solid foundation of literature in this field, this study investigates at-risk teenage female residents' perceptions of educational experiences within a residential treatment environment. The relationship between formal, informal, and non-informal experiences, preferred learning strategies, and success patterns were explored. This phenomenological study utilized a lens of critical theory to understand the meaning of girls' educational experiences at a residential treatment center. The design includes studying 16 girls' formal, non-formal, and informal educational experiences as well as utilizing the Assessing the Learning Strategies of AdultS (ATLAS) tool to assess learning strategy preference. Results of the study determined student preceptions regarding various educational environments and learning strategies at a residential treatment center. Analysis of interviews and data collected led to many significant findings. Additionally, this study enhances knowledge in the field of residential treatment and has implications for those seeking residential treatment, working in residential treatment, and educators. Research in this field often focuses on outcome and effectiveness literature. This study provides insightful information incorporating the voice of students into the research.

In conjunction with hydraulic gradient information, major ion chemistry and deuterium and oxygen-18 data were used as environmental tracers to help describe the groundwater-surface water interactions between the well field and the Snapper Creek canal. Hydrologic data show there is potential for natural groundwater recharge from the canal within the shallow flow zone of the Biscayne aquifer and chemical data show evidence of canal-groundwater mixing within this zone. The limitations for the v environmental tracers employed within the study are addressed, as well as recommendations for further research involving natural geochemical tracers and groundwater-surface water interactions near municipal well fields. This study was part of a larger effort being conducted by the U.S. Geological Survey in order to assess municipal well field pumping effects on the Snapper Creek (C-2) canal.

The study examined practices used by the college in preparing their faculty to teach online. Faculty preparation and development were defined as any activity which expands knowledge about how to teach web-based courses. Broward College was chosen as the site of study. Utilizing the qualitative case study approach, the researcher collected and analyzed data during the Fall 2009 academic semester. Data collection methods included interviews, observations of faculty development workshops as well as online classrooms, and document analysis. The study revealed Broward College's method of preparing faculty to teach online. Faculty are prepared to teach online through the Instructional Technology Department. This method focuses heavily on professional development workshops that directly correlate with the types of online classes offered at the college. Faculty are also prepared to teach online through the use of consultants, known as e-associates, as well as other follow-up support. This was an educational leadership study that focused on preparing faculty to teach online. Florida's community colleges are becoming baccalaureate degree-granting colleges, and as enrollments increase, so will the demand for online classes. In turn, college faculty need to be prepared to teach online. This study emphasizes the importance of leadership, administration, and support needed in order to successfully prepare faculty to teach online.

This thesis examines the life of Liberty Billings focusing on events preceding and following the Convention. In doing so, it argues that Billings' participation in Reconstruction politics derived from his experiences prior to the Civil War as did his transition from emancipationist to reconciliationist. By examining the earlier years of Billings' life as well as the evidence of his campaigns during 1867, his term as State Senator and Supreme Court cases, it will be demonstrated that Billings abandoned racial equality for class supremacy.

Show morePixel based and object based vegetation community classification methods were performed using 30 meter spatial resolution Landsat satellite imagery of the Arthur R. Marshall Loxahatchee National Wildlife Refuge (Refuge), a remnant of the northern Everglades. Supervised classification procedures using maximum likelihood and parallelepiped algorithms were used to produce thematic maps with the following vegetation communities : wet prairie, sawgrass, cattail, tree island, brush, aquatic/open water. Spectral data, as well as NDVI, texture and principal component data were used to produce vegetation community classification maps. The accuracy levels of the thematic maps produced were calculated and compared to one another. The pixel based approach using the parallelepiped classification algorithm on the spectral and NDVI dataset had the highest accuracy level. A generalized form of this classification using only three vegetation communities (all wet prairie, tree island/brush and aquatic/open water) was compared to a previously published classification which used 1987 SPOT imagery in order to extract information on possible vegetation community transitions that are occurring within the Refuge. Results of the study indicate that 30 meter spatial resolution may be useful for understanding broad vegetation community trends but not species level trends. Pixel based procedures provide a more accurate classification than object based procedures for this landscape when using 30 meter imagery. Lastly, since 1987 there may be a trend of tree island/brush communities replacing wet prairie communities in the northern part of the Refuge and a transition to wet prairie communities in place of tree island/brush communities in the southern portion of the Refuge.

This qualitative, phenomenological study focused on the career experiences of eight Jamaican administrators in SCPS. Seven of the participants were all native-born Jamaicans and one was a first generation Jamaican, born in England to Jamaican parents and raised in Jamaica until the age of 14. The researcher gained this understanding by interviewing participants in-depth about how their Jamaican ethnicity, gender, and personal mentoring experiences impacted their personal and professional journey as administrators in SCPS. Findings and conclusions will inform mentoring and educational leadership literature on strategies for success geared toward this understudied population.

Research has mainly focused on HAB identification, percent cover and other effects on the benthos but the relationship of HABs with upper trophic levels has received less attention. To study this relationship, a two-year investigation on a 10-m deep reef off of Hallandale Beach, was conducted. Stationary fish census coupled with benthic transect videos were conducted quarterly between April 2005-July 2007. A significant correlation between Lyngbya sp. blooms and alterations in fish assemblages was observed. Lyngbya had a negative interaction with fish species and abundance; additionally, HAB sample periods were significantly different from low algal abundance periods. Blooms of Dictyota sp. had no measurable relationship with the fish assemblage indicating HABs may have variable impacts on fishes depending on family, species and chemistry of the algae.

Show moreThis mixed methods study investigated 5th-grade teachers' reported use of computer technology and variables that have been identified by researchers as affecting teachers' use of technology, including professional development activities, physical access to computer technology, and technical and instructional support provided for teachers. Quantitative data were collected from 80 5th-grade teachers from a Florida public school district through an online survey in which teachers reported how frequently they used and had their students use computer technology for 27 different purposes. The teachers also reported the amount of emphasis those 27 different topics received during their technology-related professional development experiences, the number of hours they participated in technology-related professional development, the number of months they participating in a technology coaching/mentoring program, the access their students had to computers in the classroom and in a one-to-one co mputing environment, and the frequency that they received technical and instructional support. Information from the school district's technology plan provided a context for the study. Qualitative data were collected through interviews with seven of the survey participants. The findings indicated that for 18 different purposes of technology, there was a significant correlation between how frequently teachers used and had their students use technology and the teacher-reported emphasis those topics received during technology related professional development. Self-reported frequency of support, student-to-computer ratio in the classroom, hours of professional development, and months of mentoring did not moderate the relationship between frequency of technology use and the content of professional development., The relationship between having students use technology to work cooperatively or collaboratively and the reported emphasis that topic received in professional development strengthened if teachers reported that their students had access to a one-to-one computing environment. An additional finding was that the teachers' reported frequency of use of technology and reported emphasis of content of technology-related professional development leaned toward direct instruction and test preparation and leaned less toward innovative uses of technology. Implications and suggestions for future research are offered for technology integration and professional development for teachers at the elementary school level.

The STAs maintain two vegetation treatments which enhanced their biodiversity value by supporting distinct avian communities with different migratory strategies This suggests the increase in treatment wetlands could partially offset the loss of natural wetlands, but avian communities in treatment wetlands are not surrogates for natural wetlands.

However, the behavioral responses between species may differ based on foraging strategies. I examined the influence of food availability on landscape-level habitat selection, patch-level habitat selection, and movements of two wading bird species with divergent foraging strategies, the Great Egret and White Ibis. On a landscape scale, there appeared to be a relationship among resource availability, the temporal scale of the independent variable, and whether the response was similar or different between species. At the patch level, results demonstrated a relationship between resource availability and the spatial scale of the independent variables selected by birds. Species movements were consistent with the differing strategies. This study is the first to make the link between landscape hydrology patterns, prey availability, and responses in wading bird habitat selection at multiple spatial scales.

Show moreThe purpose of this case study was to determine which, if any, alternative in delivering baccalaureate programs in the state of Florida was the most cost-effective one. This exploratory study focused on gaining an understanding of the cost effectiveness of two baccalaureate programs offered at a Florida community college to two like programs at a Florida university using qualitative and quantitative methodologies. The researcher interviewed five community college and three State Department of Education administrators during the Fall of 2007 and analyzed expenditure and effectiveness data from 2003-04 through 2006-07 to determine the cost effectiveness for the programs at each institution. The study revealed that the university and community college programs were equally effective as measured by student graduation and test scores. The community college baccalaureate programs were more cost effective, however, using a formula of per-student state funding combined with student cost. Th e lower per-student funding and student tuition charged resulted in the community college baccalaureate being a less expensive alternative of offering baccalaureate degrees to the state and the students. Using Henry Levin's ingredients model of measuring cost effectiveness, the quantitative analysis of the study revealed that that the university programs were more cost effective in the early years, but the differences diminished over time. Using Levin's model for comparison, the researcher concluded that increased growth in the enrollment of the programs combined with the implementation of effectiveness measures comparable to those of the university would render baccalaureate programs at the community colleges more cost effective., Conclusions based on the formula of state and student cost were based on factual data, while conclusions based on Levin's ingredients model were based on assumptions and estimates using a weighting factor along with an indirect cost rate for Proxim University. The study identified factors other than the cost effectiveness that could make the community college baccalaureate a more attractive alternative and concluded with recommendations for practice, policy, and future research. Differences in state and local laws, or economic, geographical, and environmental differences combined with the nature of this exploratory case study limit the generalizability of the results of this study.

I surveyed the John D. MacArthur campus of FAU in the Fall of 2005 and Spring of 2006 to assess the use of the campus by birds. Throughout the campus trees are lined in rows along the sidewalks and around buildings, in contrast to the pine flatwoods environment that existed prior to development. The birds observed were found performing various activities on the campus, including foraging, perching, and building nests. Individuals were concentrated around or near buildings with the most diverse vegetation. Through assessing these campus uses I suggest that there are ways we can help increase bird diversity in promoting their use of urban environments. Such solutions can help decrease the number of individuals and species lost to the destructive force of habitat fragmentation.

Show moreGreenways are corridors of relatively intact natural vegetation through otherwise disturbed habitat that typically connect larger protected natural areas. The establishment of greenway systems throughout the United States is a testament to the increasing recognition of the necessity to incorporate wild areas within urban and other disturbed landscapes for the sake of biological sustainability and the emotional welfare of human residents. In my thesis, I examine a local greenway in Jupiter, Florida, the Abacoa Greenway, which is both product and component of the greenway movement, a recent and revolutionary phenomenon in urban planning. I evaluate the greenway's ecology, the specific functions it serves, and its significance within the broader realm of environmental ethics. The primary protected habitats are a mixture of scrubby pine flatwoods and shallow wetland basins. The flatwoods provide important habitats for numerous native species, including the gopher tortoise (Gopherus polyphemus) and the many commensal species that live in the tortoises' burrows. The shallow wetland basins also serve a number of purposes, including a surface water management system. As a whole, the greenway is an important resource for human recreation and environmental education, including scholarly research by students and faculty at Florida Atlantic University. It serves as important link between people and nature in an urban setting where they might otherwise be completely estranged.

Show moreThis study focused on the capital costs of the community college baccalaureate (CCB) institutions established in the Florida College System (FCS) from 2001 to 2010. This period spanned the entire history to date of the Florida CCB. The data analyzed included selected institutional, financial, and baccalaureate characteristics of the Florida CCBs and for comparison included corresponding institutional and financial characteristics for the non-CCB institutions in the FCS. The data analysis investigated the relationships between these characteristics and the baccalaureate capital costs reported by Florida's CCB colleges. From these relationships, the historic average of the baccalaureate start-up capital cost was derived. In addition, the total baccalaureate capital cost for the system and for each Florida CCB college was also determined. As part of the process of conducting this study, a number of additional relationships between CCB and non-CCB institutions were explored, reported, and described.

Identifying primary prey types of nesting wading birds is important for the hydrologic restoration of wetlands. I collected nestling boluses during the 2008 and 2009 nesting seasons from three species of wading birds that nest in the northern Everglades: White Ibis, Tricolored Herons and Snowy Egrets. White Ibis bolus composition was dominated by crayfish in both years, but exhibited some variation with landscape water depth in 2009; fish use was greatest when the wetland landscape was relatively dry. In contrast, the prey of Tricolored Herons and Snowy Egrets were primarily fish and their respective diets did not differ from one another in either fish species composition or size structure.
