- An empirical examination of the President as a policy entrepreneur: health care (1959-2004).

My study focuses on oscillating political context to find what factors are conducive to the proposal and ultimate success of executive-generated, liberal health care policy. When it comes to initiating policy change, most of the existing literature concentrates on individuals in Congress or local level politicians. When it comes to initiating policy change, most of the existing literature concentrates on individuals in Congress or local level politicians. Beginning with the advent of the so-called "Modern Presidency" during the early years of the twentieth century, the President has increasingly played an active role in government, particularly with respect to legislation--he can be considered a "policy entrepreneur." I use data on variables from 1959 to 2004 and employ the Two-Stage Conditional Maximum Likelihood Model. I find that a more liberal President is likely to propose health care legislation that necessitates increased government involvement. I also determine that Congress is more likely to approve a liberal Presidential proposal when the government is unified and public opinion polls indicate people are more receptive to government intervention.

The election of 1948 helped to bring about a dramatic turning point in Florida politics. Prior to this time, Florida was arbitrarily dominated by the Democratic party. This election is significant because 1948 helped give rise to the reemergence of a two-party political system in Florida. It was in 1948 that the Republicans began their long rise out of obscurity. The Dixiecrats and Progressive parties were also active in this campaign. This paper will examine the activities of each of these...

This election is significant because 1948 helped give rise to the reemergence of a two-party political system in Florida. It was in 1948 that the Republicans began their long rise out of obscurity. The Dixiecrats and Progressive parties were also active in this campaign. This paper will examine the activities of each of these four political parties within the state during 1948 and attempt to show how this political rebirth contributed to alter Florida politics.

Show moreThe primary objective of this research was to investigate the effects of passive exposure to actual media primes on several measures of attitudes. Participants rated the aesthetic properties of a series of Time magazine covers prior to completing measures of ambivalent sexism, narcissism, system justification, and personality traits. Ambivalent Sexism (AS) includes two positively correlated components, benevolent sexism and hostile sexism. System Justification may be defined as a motivated investment in the status-quo and includes both gender-specific and diffuse forms. Participants exposed to the AS prime scored higher on Ambivalent Sexism, lower on Narcissism, and lower on several facets of the five factor model of personality. Exposure to this condition was unrelated to measures of System Justification. The research is grounded in a feminist theoretical framework and contributes to the limited pool of experimental knowledge concerning the relationship between ambivalent sexism, system justification, narcissism and personality traits.

Show moreThe purpose of this qualitative case study was to examine perspectives of attorneys who have transitioned into community college leadership. The study sought to answer questions concerning why attorneys decided to change careers, how they transition into new careers, and to what extent their legal backgrounds helped them in educational leadership. Interviews were conducted of 20 former attorneys across America on their perspectives about career transition and leadership competencies to determine whether they might serve as a viable source for leadership. Participant perceptions revealed a transition to make a difference, the transition process was smooth, and transition was made for a better work environment. Participants recommended for career changers coming from law to informally learn about community colleges, gain work experience therein, and to earn another degree. Participants reported high abilities in communications and professionalism, which are current AACC leadership competencies. Some participants reported low collaboration competencies. Participants also recommended positive reinforcement, teamwork, and problem-solving as additional AACC leadership competencies. Moreover, participants reported other transferable skills including legal expertise, business sense, and analytical skills. Recommendations from this study include a policy and practice of considering lawyers for educational leadership provided they demonstrate work and commitment toward a transition into community college leadership.

The image of Bill Clinton in the popular press is that of a President who is unable to commit to a course of action, a man with tenuous credibility, and the reputation of being able to slide his way out of compromising situations. However, these characterizations reflect a limited perspective of the complex contradictions that characterize the Clinton presidency. Show moreThe image of Bill Clinton in the popular press is that of a President who is unable to commit to a course of action, a man with tenuous credibility, and the reputation of being able to slide his way out of compromising situations. However, these characterizations reflect a limited perspective of the complex contradictions that characterize the Clinton presidency. This analysis attempts to address the paradox of a President who is perceived as being chameleon in nature, and yet who is widely recognized as being highly competent in his grasp of substantive and complex policy questions. Clinton's rhetoric, which has been negatively exploited by his opposition, has so many fundamental strategic advantages that it is also partly responsible for his political successes, for his ability to be the "Comeback Kid." A dynamic configuration of seven rhetorical strategies is proposed and discussed as forming the initial criteria of what I call a "rhetoric of caution." Clinton's rhetorical leadership, demonstrated through his televised addresses to the nation, is analyzed through the critical framework of a rhetoric of caution. When viewed from this angle of the critical prism, what the President's opponents portray as "slick" can justifiably be characterized as "flexible." Implications and limitations of this analysis are examined.

Show moreFilling the pipeline to the community college presidency with diverse and qualified candidates who mirror the demographics of the student population and who are prepared to lead amidst the complexity of the 21st century institution can be accomplished through a variety of strategies. This study focuses on the impact of current community college presidents' mentoring activities on the career advancement of their proteges---in whom they see the potential to fulfill the requirements for community college leadership as a president. The profile of contextual factors (age, gender, ethnicity, geographic location and duration of the mentoring relationship) and mentoring activities developed through this study reveals that current community college presidents are involved in guiding their proteges by teaching the job, providing challenge, and teaching the politics of the job. They are helping their proteges through career help, protection and sponsorship, and they are encouraging their proteges through career counseling, friendship and demonstrated trust. Of the contextual factors and mentoring activities, the two which are most significant in predicting protege career advancement are the duration of the mentoring relationship and the teaching of the politics of the job. Implications and recommendations derived from this study include training and development of mentor/protege relationships within the community college system for better awareness and understanding of the mentoring activities and continued emphasis on increased mentoring opportunities for minorities.
