Summary: 1861 Tennessee resolution proposing pro-slavery amendments to the United States Constitution and the Pennsylvania resolutions against the recently passed Ordinance of Secession. Tennessee's resolution includes 9 propositions to be embraced as amendments to the U.S. Constitution, regarding recognition of slaves as property, defining slave holding territories, protecting property rights with respect to fugitive slaves, and permanently limiting the power of Congress to outlaw slavery; further resolving, if such a "plan of adjustment" not be acceded to, that the slave states, and any Northern states electing to do so in union with them, may adopt for themselves the Constitution of the United States, so amended, as their own, and sever connections with states "refusing such reasonable guarantees to our future safety."
