However, how women's political participation and changing societal roles affect women's lives has not received adequate attention. This is a comparative historical analysis that investigates how women's societal roles and political participation in Iraq changed from 1968 to the present. It examines how factors such as social conservatism, party ideology, war, sanctions, religion, and international pressure during different periods in Iraq's modern history influenced changes in Iraqi women's roles and participation over time. These changes in societal roles and political participation are used to analyze the restrictions and expansions in Iraqi women's civil rights in areas such as family, work and mobility, political and cultural expression, health and sexual control, and education.

Show moreThe Middle East is a culturally and historically rich region. Its' most pervasive characteristics are tied to the nomadic tribal tradition from which it emerged. A statistical analysis of development patterns highlights that nomadic ties are the most significant variable in determining the democratic tendency of states. In this case nomadism is statistically linked with authoritarianism. An examination of Middle Eastern nomadic practices shows that there are numerous cultural norms derived from nomadism that continue to permeate the political landscape of the Modern Middle East. The state of Saudi Arabia has been, and continues to be, the subject of continued academic misinterpretation as one model after another fails to understand the state. A simple reality is that the political culture of Saudi Arabia is crafted from its nomadic precursors, and the state is predisposed towards, from what has been labeled to be authoritarianism.

It attempts to understand the reasons why Turkish foreign policy has shifted from Atatèurk's principles of noninterference and neutrality to the ambition of making Turkey a global actor. In this respect it probes and assesses the determinants of Turkish foreign policy in the last decade under the rule of Prime Minister Erdogan, Foreign Minister Davutoglu and the governing political party, the Justice and Development Party. In arguing that Turkish foreign policy has in the last decade been primarily shaped by the shift in the religious political ideology of the governing elites as well as the rise of Kurdish nationalism, the study seeks to determine the direction of Turkish foreign policy in the near term.

In an effort to create a world free of the weapon, a campaign to ban landmines was launched by non-governmental organizations. The Mine Ban Convention entered into force in 1999, requiring nation-states to immediately ban the use, production and transfer of anti-personnel landmines (APLs), destroy stockpiles within four years and remove landmines already planted within ten years. This study examines the level of legal compliance with the Mine Ban Convention. An empirical analysis is conducted using a data base constructed from reports published by the Landmine Monitor. This study finds that the treaty is a successful work in progress with a majority of Parties in compliance; 44 million stockpiled APLs have been destroyed and eleven states have completed mine clearance. 170 million stockpiled APLs and countless emplaced mines remain, indicating the world is still far from the goal of a mine-free world.

The goal is to identify when, how, and under what circumstances an opposition to a populist leader affects change to the political system. A comparative historical analysis is employed as five case studies from South America are examined. The evidence presented in these case studies demonstrates that the political oppositions in each country were unsuccessful in affecting change to their respective political systems. They were unable to demobilize the support base that the populist leaders had created. Change came to the political systems in four out of the five case studies only when the populist leader's actions demobilized his support and not from the actions of the opposition.

Show moreThis dissertation answers the question of what the proper balance is for victims with respect to the formation of a truth or truth and reconciliation commission that is formed to address the aftermath of an authoritarian regime or armed conflict. A review of the historical operation of entities that have operated in the aftermath of authoritarian regimes and armed conflict is conducted in this dissertation. From the Nuremberg and Tokyo trials to the present day, nations have struggled to try to devise a systematic way to deal with the aftermath of harm caused to victims as a consequence of authoritarian regimes and armed conflict. An examination of the various past truth and reconciliation commissions, the International Criminal Court, and various treaties is here juxtaposed with the Colombian Justice and Peace program implemented a decade ago to bring about peace and reconciliation in Colombia. This dissertation concludes that an entity formed with the purpose of achieving the proper balance for victims of an authoritarian regime or armed conflict, must have a truth-telling component that works in tandem with a specialized court conceived with the objective of operating alongside the commission. Thus, while there is a punitive aspect, the focus is more on the relationship between the events, solutions, and relief provided for victims. An entity with such a focus has various components, including truth-telling and some form of sanction or punishment, but always with the betterment of the past, present, and future victims as well as the subject society or country as its priority. In that vein, a set of proposed flexible guidelines are presented as the culmination of this dissertation. The flexible guidelines proposed here set forth a balanced system between the commission and the court that will provide for both punishment and reconciliation for particular countries and the victims.

This dissertation examines how transnationalism can affect Islamists’ moderation in both Egypt and Morocco. In this dissertation, I do an in-depth comparative case study analysis to assess the prospects of moderation of two Islamists political entities, the Muslim Brotherhood as a transnational social movement and the Morocco Party of Justice and Development (JDP), which has no transnational ties. In this dissertation, I do an in-depth comparative case study analysis to assess the prospects of moderation of two Islamists political entities, the Muslim Brotherhood as a transnational social movement and the Morocco Party of Justice and Development (JDP), which has no transnational ties. Both the Muslim Brotherhood and PJD came to power after the Arab uprising in 2011 and were key players in the democratic transitions in both countries; however, the entities are not related. Further, the dissertation will explore the moderation level of the Muslim Brotherhood and PJD. Current literature on Islamists and moderation theory focuses on political inclusion, political learning and repression as factors that would affect the moderation of an Islamist group. Looking at Islamists as a transnational social movement is a new aspect in the study of Islamism.

In a 1972 amendment to the city charter, the voters of Boca Raton placed an absolute limit on population and housing by a 40,000 -unit "cap" on development. The Growth Cap illustrates the expansion of an issue which began with a small group of concerned citizens who wanted to preserve the city's "low-density" character. The controversy opened up multi-agendas which developed in stages. Multiple access points were available to the proponents (environmentalists and home owners) and opponents (developers and real estate interests) of the Cap. Due to both the pluralistic nature of the political system and the nature of the Growth Cap, the issue was expanded beyond the city policy agenda and came to the county and the courts.

Show moreThe history of the development of the party newspapers is reviewed in the first chapter. The goal of the research was to attempt to discover the uses and goals of state political party newspapers. Five propositions were proposed which would accomplish this aim. The first proposition was to discover the extent to which the state party paper is used to extend the publicity of the state chairman. The second proposition was to discover to what extent the party newspaper is used as a tool in finance and fund-raising appeals. The third proposition attempted to reveal to what extent the state paper is used to extend the publicity of the incumbent governor. Proposition IV sought to ascertain whether or not a party not holding the governor's office openly criticized the state opposition party, while the incumbent party merely spoke of its own accomplishments while neglecting the opposition. The fifth, and final, proposition attempted to ascertain whether less populous state Republican party papers were more apt to relate themselves to the national Republican party and administration. The research method of content analysis was discussed and the methodology used in this study was explained. The scores for nine content categories were compiled and the findings from a one-issue analysis of sixty-two papers confirmed Propositions I-IV. The fifth proposition was disproven. A time analysis of six selected papers was performed and these findings confirmed the findings of the one-issue analysis. Furthermore, this analysis proved the existence of patterns of column-inch space allocations in a state party newspaper.

More specifically, this thesis focuses on the state-owned natural gas company Gazprom as a tool of Russia’s energy policy and the extent to which Russian authorities use this company to shape the politics of EU – Russian energy relations. This study investigates whether Gazprom has become an extension of the Russian government, and whether the company has been used as leverage tool to affect relations between the EU and Russia. Finally, this study also traces the tremendous growth of the EU – Russia energy partnership by examining several ongoing projects.

These data, along with selected biographic and demographic data, were drawn from a more extensive research effort by Dr. Robert D. The findings of this study suggest that urbanization, modernization and reforms of the internal structure of county governments have not had a significant effect on the perceived policy roles or intergovernmental relations of county commissioners or on their perceived cohesiveness in voting on county issues.

This has changed the relationship between the legislative and executive branches of government in regard to the budgetary process. Previous to the 1974 budget reform, Congress had altered the budgetary process significantly in 1921, giving extensive responsibility in budget preparation to the President and his staff. While during the succeeding years the Executive branch had utilized new management tools and techniques in budget preparation, the same could not be said for t.he legislative branch in budget evaluation. Two attempts at reform, in 1946 and also in 1950, failed and criticism continued. After a confrontation with President Nixon in the early 1970's Congress moved to create the Congressional Budget and Impoundment Control Act of 1974.

This contract, its history and the controversial debates it generated, exemplifies the historical dependency upon Western superpowers in which Colombia has found itself since the Spanish Conquest. It is a model for the study of neo-colonialist imperialism, since it can be analyzed both, in terms of how Colombia, under its current economic order, is dependent upon u.s. business interests, and also in terms of how the political system of Colombia is structured around the maintenance of imperialism, especially because this state of affairs is vital in maintaining the ruling class in power. Analyzing the Cerrejon contract from this perspective leaves little doubt that Colombia must employ radical measures to shake off its dependency upon the United States.

Show moreThe purpose of this research is to investigate the concepts of representation and the public interest. The specific focus is on the Chairmen of the Federal Communications Commission from 1934 to the present. The basic proposition states that when the Chairman was favorable to the broadcast industry, he would espouse a Self- Regulatory philosophy in which government regulation of the industry was at a minimum. Two types of data were used: socioeconomic data and the Chairmen's statements concerning the public interest. The Chairmen ' s perceptions of the public interest were categorized in terms of their philosophical orientations and the extent of government control they deemed necessary to implement their philosophies . The two types of data were studied in order to obtain a profile of the Chairmen and to examine their perceptions of the public interest as they related to their socio- economic data. The study concluded that the Chairmen's legal training (82 per cent are lawyers) accounted for an attitude of medition and conciliation which carried over into the way they represented the public interest. While most Chairmen espouse a Self-Regulatory philosophy, the more recent Chairmen perceive the need for a stronger government with positive rule-making powers to regulate industry.

Show moreThere are many theories in the field of international relations that relate the level of aggression in the international system to the distribution of power among nations. Unfortunately, most such propositions are difficult to validate or refute in the real world for which they were formulated. For this reason an experiment was devised which attempted to east two such conflicting positions, "balance of power", and "preponderance of power", into testable form. The experimental paradigm employed was a modified version of the two person mixed-motive game developed at the Systems Analysis Corporation, Santa Monica, California. Fifty-four subjects participa ted in the experiment. Twenty-seven subjects were placed into each of three treatment conditions: "balance of power": "moderate-inequality of power"; and "preponderant-inequality of power". In the "balance of power" condition all subjects were allotted twenty shocks. In the "moderate- inequality of power condition" one subject received twenty- five shocks while his dyadic partner received fifteen shocks. In the "preponderant-inequality of power" one subject received thirty shocks while his dyadic partner received ten shocks. All subjects played a total of fifteen games. A count was made of each subjects responses on eight game-play variables which were viewed as indices of cooperative or aggressive behavior. Additional data were also gathered with respect to each subjects sex, academic aptttude and attitudinal attributes. The purpose of the additional data was to identify variables, other than the treatment condition, affecting game behavior. Thus, facilitating future experimentation. The results of this research indicate that balanced situations tend to produce more cooperative non-aggressive behavior, while imbalances of power tend to generate less cooperative and more aggressive behavi.or. In addition, a balanced situation, when compared to the imbalanced situations, was found to increase the likelihood of participants never employing shock capabilities. Both this experiment and a pilot experiment found de-escalation cycles diffficult to instigate and unlikely to develop from natural causes. Finally, attitudinal, sex, and SCAT data did not appear to be meaningful factors in explaining game play. However, post-experiment sample data indiciated these factors must receive continued attention in future research.
