Summary:
Dissemination of geographic technologies to various application areas have resulted in people without adequate spatial background manipulating these technologies. This thesis will set forth a process for increasing the data quality in projects for anyone who implements these procedures. It includes documents that are designed on the basis of Metadata Content Standards to extract pertinent information. The process also implements the semi-autonomous work group for these projects. It brings people of different strengths into one cohesive work unit while expanding the knowledge of each and allowing for dispersal of information in an efficient manner.
